There is a tendency that border communities do not care about democratic parties (elections) being held, because they feel ostracized by the government, even most of their basic needs depend on neighboring countries, namely Malaysia. While the Indonesian government seems to be ignoring border communities with high living costs and low welfare levels. Giving the impression that the election results also did not have an impact on the lives of the people of the country's borders. Whereas one of the objectives of the implementation of the elections is to produce elections that have clean, honest and fair integrity in order to be able to produce qualified leaders to develop community welfare. The results showed that social, economic, geographical, administrative and community apathy conditions affected the level of political participation of people at the border. Community apathy and geographical conditions have a considerable impact, so the development of border communities needs to be an important concern of the government so that the people trust the government. Productivity Kelurahan employees carry out duties in accordance with their respective duties, and are able to complete tasks in a timely manner in accordance with community demand. The performance shown by the obedience of the kelurahan employees in carrying out their tasks has gone well. Obedience includes obedience to time, kelurahan employee code of ethics, adherence to leadership, and obedience in completing tasks. Employee performance in cooperation is good. At the same time, it is the opportunity for the batik producers around the archipelago to utilize the moment. The purpose of these activities are: the procurement of printing equipment and a table cap in accordance with the desired design pattern; skills training using the tool, with the direct learning methods applied; training and helping for business management and simple bookkeeping; assisting the marketing process through training techniques and marketing strategy; making the media marketing.</em><em></em></p><p><em>The applied methods are: identifying the problem and needed equipment, such as: a molding tool/ stamp, tasting table for batik, stove to the tasting table, printer wok batik; skills training in using the tools, forming the simple bookkeeping, making media marketing. This research uses a qualitative approach. Data collection is done by interviews, documentation, and questionnaires. Informants in this study were the public as Suroboyo Bus passengers, the Head of Operations Manager at Suroboyo Bus in Surabaya Transportation Department and the Head of Trash Management on Suroboyo Bus in the Surabaya City Green Cleaning and Open Space Office, and the Suroboyo Bus Organizer. The results in this study indicate that there are weaknesses and threats that can be overcome by using the strengths and opportunities that Suroboyo Bus has to develop. The study used a sample of 75 people from all Work Units or offices in the Keerom District government related to finance. The results  indicate that partially the implementation of non-Cash transactions with the variable commitment of the local government (X1), Readiness of Human Resources (X2), and Cooperation (X3) have an impact on the Characteristics of the Community (Y) in Keerom Regency which can be seen from the test value t-count compared to t-table as well as a significant level. Implementation of non-cash transactions jointly or simultaneously has an impact on the characteristics of the community (Y) in Keerom Regency which is done by comparing p_value or probability (F-statistics) with a significant level. From the calculation of the magnitude of the probability (F-statistic) and the significant level is set at </em><em>a</em><em> = 5% = 0.05, so the p_value or probability of this result then the comparison (f-count) with the value of 17,822 with a significant level is 0,000. The public policy model implemented in <em>SMK</em>s in Surabaya including <em>SMK N 7 Surabaya</em> is still centralized at the central of government. The impact of these policies is the implementation of policies that seem slow and not on target. The relationship between schools and business actors also does not work well if it is based on not absorbing graduates of <em>SMK N 7 Surabaya</em> in the fields of work around the school environment. This research intends to examine more deeply the public policy of the management of production units in <em>SMK</em>s and the models that can improve the management of <em>SMK</em> industrial units, where later than reporting these <em>SMK</em> production units becomes clear, it is hoped that the performance of these production units will also increase. The public policy evaluation model which is used as the basis for this research theory is to compare the results obtained with the objectives or targets of public policy determined to assess how far a public policy can produce results. Based on the research that has been done, a conclusion can be drawn that <em>SMK N 7 Surabaya</em> is in an unfavourable condition in using its internal strengths to overcome internal weaknesses. This willingness is called organizational citizenship behavior (OCB). The problem faced by health centers as public health service providers is how the Organizational Citizenship Behavior (OCB) improves the Performance of Community Health Center Paramedics in East OKU District, while the purpose of this study is to determine the Organizational Citizenship Behavior (OCB) and its important role in the Performance of Health Center Paramedics in East OKU Regency. . The hypothesis proposed is that Organizational Citizenship Behavior (OCB) plays an important role in improving the performance of public health center paramedics in East OKU district. From the calculation results obtained r = 0.318 after being consulted with a conservative standard to determine whether or not this effect is strong, it turns out that r = 0.318. after consultation with the conservative standard, it turns out that 0.318 lies between 0.200 - 0.399 which is included in the low correlation. Then to answer the hypothesis test that was previously proposed to have a relationship or not, then tested with the hypothesis test and obtained t = 0.671. so when connected to the t table value with a confidence level of 95%, which means the error rate of 5% (0.05) is t count smaller than t table, namely 0.671 &lt;(0.05: 4) = 2.132.
