The research population was employees of the Sukabumi City Health Laboratory UPTD and community health center network laboratories with a population of 40 people using a saturated or census sample. For the purposes of data collection, the author used two methods, namely primary data and secondary data. Primary data consists of questionnaires, interviews and participant observation. Secondary data collection takes the form of library research which includes books, scientific writings, journals, documents and previous studies related to the research problem. Data analysis consists of validity testing, reliability testing, and hypothesis testing. The validity test uses the Pearson product moment correlation formula which is processed using SPSS version 26. To see whether the resulting regression model is the most appropriate model and has the smallest error, analytical testing is used using the R2 test (coefficient of multiple determination), the F test, and the Q test. The results of the research show that the Regional Health Lab Information System (SIL) has an influence on employee performance, with increasing SIL contributing to increasing employee work efficiency and effectiveness. Work motivation also has a significant impact on employee performance, where higher levels of motivation undermine better performance. Furthermore, research shows that these two factors, SIL and work motivation, interact positively and complement each other in improving employee performance. The implication of these findings is the importance of management attention to good implementation of SIL and the creation of a motivating work environment to improve overall employee performance.
2025-12-01T00:00:00+00:00Copyright (c) 2025 Susanti Susanti, Ike Rachmawati, Munandi Saleh (Author)https://jurnal.untag-sby.ac.id/index.php/dia/article/view/11776EFFECTIVENESS OF THE STUNTING REDUCTION ACCELERATION PROGRAM IN GUNUNGSITOLI CITY2024-08-15T23:19:37+00:00Eldad Chalis Natha Nias Ndrurueldad@polinef.idAndi Fitra Suloifitra@polinef.idArga Ramadhanaramadhana.arga@polinef.id
Stunting of toddlers is a major nutritional problem in Indonesia. This study is relevant to fill the literature gap in border area management, as well as providing strategic recommendations for the government in increasing the role of the State Border Post to be more inclusive and sustainable.
2025-12-01T00:00:00+00:00Copyright (c) 2025 Hartati; Sofyan Cholid; Muhamad Yanuar Hadihttps://jurnal.untag-sby.ac.id/index.php/dia/article/view/12351COLLABORATIVE GOVERNANCE STRATEGY IN INTEGRATED LICENSING SYSTEM ON THE AUTHORITY TO REVOKE MINING BUSINESS LICENSES FROM THE MINISTRY OF ENERGY AND MINERAL RESOURCES TO THE INVESTMENT COORDINATING BOARD2024-12-31T02:00:23+00:00Sindy Atul Mubarokahcindyatulmubarokah@gmail.comEdy Sutrisnoedysutrisno@stialan.ac.id
There are several problems with this collaboration: First, BKPM's authority is obtained through the Peraturan Menteri Energi dan Sumberdaya Mineral Nomor 19 Tahun 2020 concerning Amendments to the Peraturan Menteri Energi dan Sumberdaya Mineral Nomor 25 Tahun 2015 concerning Delegation of Authority to Grant Licensing in the Mineral and Coal Mining Sector in the Framework of Implementing Integrated One-Stop Services to the Head of BKPM (the Permen ESDM 19/2020) which was then emphasized by the Keputusan Presiden Nomor 1 Tahun 2022 concerning the Investment Task Force, but there is a problem that the granting of the delegation is not in accordance with the Government Administration Law. Second, the collaboration policy between KESDM and BKPM is not quite right if based on the Collaborative Governance theory proposed by Ansell and Gass, namely four variables consisting of initial conditions, institutional design, facilitative leadership and collaboration processes, from the data that the author found many companies that owned mining business permits (IUP) that were revoked by BKPM filed lawsuits at the State Administrative Court and the main topic of the lawsuit was the issue of BKPM's authority in the revocation. This study uses a qualitative descriptive method of analysis in the form of Ansell and Gass's theory of government collaboration, a review of government authority, and aspects of mining licensing. The conclusion of this study is that the Collaborative Governance policy between KESDM and BKPM is ineffective because there is a conflict of norms, and the strategy for effective collaboration is to obtain the basis for policy determination and an in- depth study of the philosophical, sociological, and empirical aspects.
2025-12-01T00:00:00+00:00Copyright (c) 2025 Sindy Atul Mubarokah, Edy Sutrisno (Author)https://jurnal.untag-sby.ac.id/index.php/dia/article/view/12359EFFECTIVENESS OF THE E-MUTATION APPLICATION IN PROPOSING PERIODIC SALARY INCREASES FOR CIVIL SERVANTS TOWARDS GOOD GOVERNANCE IN BKD SOUTH KALIMANTAN2025-01-01T05:06:07+00:00Muhammad Wildiannor Khairm.wildiannor@gmail.comBudi Kristantobudikristanto.fisip@ulm.ac.if
This study evaluates the implementation of the E-Mutasi application in the process of proposing periodic salary increases for Civil Servants (PNS) at the Regional Civil Service Agency (BKD) of South Kalimantan. The application is designed to enhance the efficiency of civil service administration through process digitalization, reducing the use of physical documents, and accelerating decision-making. The study employs a descriptive qualitative approach using observation and interviews. The findings indicate that the E-Mutasi application supports the principles of good governance, such as transparency, efficiency, and accountability, despite encountering technical challenges, including limited file upload capacity and insufficient training for new users. Recommended solutions include increasing server capacity, integrating the application with the employee information system, and providing continuous training for personnel administrators. With these optimizations, the E-Mutasi application is expected to improve the quality of public services and support bureaucratic reform toward better governance.
2025-12-01T00:00:00+00:00Copyright (c) 2025 Muhammad Wildiannor Khair, Budi Kristanto (Author)https://jurnal.untag-sby.ac.id/index.php/dia/article/view/12069UNVEILING THE LEVEL OF DIGITAL POVERTY: A PHENOMENOLOGICAL STUDY ON DIGITAL POVERTY AMONG YOUTH IN DENPASAR CITY2025-08-09T01:14:03+00:00Komang Ema Marsitadewiemarsitadewi@gmail.comVictorius Adventius Hamelvictorhamel71@gmail.comThe advancement of technology today should be accessible to everyone and all segments of society, especially those in their teenage years and productive age. This research explores and seeks to understand how urban adolescents from low-income families perceive and experience digital poverty. Using a qualitative approach, in-depth interviews were conducted with adolescents from low-income families who are scholarship recipients. The main goal of this research is to uncover their perspectives on access to digital devices, availability of internet connections, and how they utilize the technology. The findings from the interviews indicate that most informants have limited access to technology, with some only owning mobile phones without laptops or computers, and they often rely on mobile data or public or neighbors' Wi-Fi networks. Nevertheless, some informants did not feel significantly left behind in terms of technological access, although they were aware of the disparity when comparing themselves to more affluent peers. The study also found that the use of digital technology among low-income adolescents is primarily focused on educational purposes, despite the limitations of the technological resources available to them. Given these constraints, this research suggests the importance of increasing equitable digital access and developing digital skills training programs that can help adolescents from low-income families avoid falling further behind in the rapidly advancing digital era.2025-12-01T00:00:00+00:00Copyright (c) 2025 Komang Ema Marsitadewi, Victorius Adventius Hamel (Author)https://jurnal.untag-sby.ac.id/index.php/dia/article/view/12125IMPLEMENTATION OF FLEXIBLE WORKING ARRANGEMENT AT THE DEPUTY FOR INSTITUTIONAL AND COMMUNITY RELATIONS OF THE MINISTRY OF STATE SECRETARIAT2025-08-09T01:00:02+00:00Septina Triyaniseptinatriyani@gmail.comEdy Sutrinoedystialanjak@gmail.comArifiani Widjayantiarifiani@stialan.ac.idThe advancement of ICT has driven changes in work patterns known as flexible working arrangements (FWA). FWA not only has a positive impact on employees and their organizations, but also a negative impact in its implementation. The study aims to analyze the inhibiting factors for the suboptimal implementation of FWA at the Deputy for Institutional and Community Relations at the Ministry of State Secretariat and to provide strategies to optimize FWA. FWA was initiated to improve employee work flexibility, employee performance and job satisfaction, and work-life balance. The study used a descriptive qualitative method with data collection techniques through in-depth interviews and documentation studies. Based on Merilee S. Grindle's policy implementation approach, the analysis focused on two main variables: policy content and implementation context. The results of the study indicate that the implementation of FWA is supported by the Minister of State Secretary, and organizational unit leaders, as well as employees who have high commitment. However, the main obstacles found were: the type of benefit factor, the degree of change factor, the technological resource factor, and the program implementer factor. Strategies to optimize FWA include: submitting a proposal to Deputy AA regarding the need for a ministerial decree related to the implementation of FWA in order to provide strong legal certainty, consistency in implementation, and legal certainty in its application in the Ministry of State Secretariat in general; aligning business process documents, service standards, and SOPs in order to provide clear guidance to employees in the implementation of FWA and the implementation of tasks that are adjusted to current changes; and increasing the stability and integration of office applications supporting FWA.2025-12-01T00:00:00+00:00Copyright (c) 2025 Septina Triyani, Edy Sutrino, Arifiani Widjayanti (Author)https://jurnal.untag-sby.ac.id/index.php/dia/article/view/132209CHALLENGES AND OPPORTUNITIES OF TALENT MANAGEMENT IN THE DIGITAL ERA ON THE PUBLIC SECTOR2025-08-11T00:32:25+00:00Reza Rezareza.2444021054@stialan.ac.idRina Martina Puspitasaririna.2444021030@stialan.ac.idNeneng Sri Rahayunenengsrirahayu@stialan.ac.idAsropi Asropiasropi@stialan.ac.idThe digital era has brought significant changes to various aspects of life, including the public sector. These changes demand adaptation in human resource management, particularly in talent management. This journal conducts a literature review to examine the challenges and opportunities in talent management in the digital era within the public sector. The aim of this study is to identify the main challenges faced in recruiting, developing, and retaining talent, as well as the opportunities that can be leveraged to enhance the effectiveness of talent management in the public sector. The methodology used is a literature review by searching various leading academic databases, such as Google Scholar, to collect and analyze relevant articles. The findings show that the main challenges include changing skill requirements, competition in acquiring digital talent, and the need for adaptive development and retention strategies. On the other hand, significant opportunities arise through the utilization of digital technologies in recruitment, training, and development, as well as improved employee engagement. The conclusion of this study is that digital transformation requires the public sector to adopt a more strategic and technology-oriented approach to talent management. Recommendations for future research include in-depth exploration of the implementation of digital-based talent management strategies and evaluation of the impacts of various initiatives.2025-12-01T00:00:00+00:00Copyright (c) 2025 Reza Reza, Rina Martina Puspitasari, Neneng Sri Rahayu, Asropi Asropi (Author)https://jurnal.untag-sby.ac.id/index.php/dia/article/view/12000CONFLICT OF COASTAL SPACE UTILIZATION IN TELENG RIA BEACH WITH A SOCIO-SPATIAL APPROACH2024-12-09T01:45:11+00:00Agus Wahyudiagus.wahyudi@hangtuah.ac.idWildan Taufik Raharjaagus.wahyudi@hangtuah.ac.idLunariana Lubisagus.wahyudi@hangtuah.ac.idAchmad Zakariaagus.wahyudi@hangtuah.ac.id
Social conflict in the coastal community of Teleng Ria Beach, Pacitan, East Java, is linked to the use of coastal space for lobster seed fishing (benur). The conflict involves local fishermen, the government, and the private sector, due to the misalignment of lobster seed catching activities with government regulations, which permit catching only for cultivation purposes in Indonesia. However, local fishermen sell the seeds for export to Singapore through collectors. The conflict escalated when PT El-John Tirta Emas banned local fishermen from parking their boats near the tourist area of Teleng Ria Beach, citing disturbances to visitors' comfort. Local fishermen opposed this ban, leading to increased tension between the parties involved. This research aims to identify and analyze the conflict, assess potential resolutions, and evaluate the impact if the conflict persists. A socio-spatial approach is used to understand the relationship between space and people, and how people perceive their environment. The research uses a qualitative case study approach. The results reveal that the conflict over coastal space utilization at Teleng Ria Beach can be viewed from three perspectives: spatial practice (physical space), representations of space (government policy), and space of representation (social space). Conflicts arise from boat parking management, seed-catching policies, and cultural differences and fishery business waste.
2025-12-01T00:00:00+00:00Copyright (c) 2025 Agus Wahyudi; Wildan Taufik Raharja; Lunariana Lubis; Achmad Zakariahttps://jurnal.untag-sby.ac.id/index.php/dia/article/view/12383ANALYSIS OF FLOOD MANAGEMENT STRATEGIES BASED ON INFRASTRUCTURE STRENGTHENING AND ENVIRONMENTAL CONSERVATION IN SOUTH KALIMANTAN2024-12-27T23:47:14+00:00Aswin Rosadi2420421310013@mhs.ulm.ac.idBudi Kristantobudikristanto.fisip@ulm.ac.id
Flooding in South Kalimantan has become increasingly severe due to deforestation, inadequate infrastructure, and urbanization. This study analyzes strategies to mitigate floods through infrastructure strengthening and environmental conservation. Using a mixed-methods approach, the research identifies deforestation as a primary driver of flood risk, reducing the land's water absorption capacity and worsening runoff. Urban areas, particularly Banjarmasin and Martapura, experience recurrent floods due to outdated drainage systems incapable of handling extreme rainfall exacerbated by climate change. Infrastructure improvements, such as modernized drainage systems, dams, and embankments, are crucial but must be supported by conservation efforts. Reforestation, river restoration, and sustainable watershed management significantly reduce flood risks by enhancing ecological resilience. Collaborative governance involving government agencies, local communities, and private sectors is essential to address resource limitations and improve flood preparedness. This integrated approach combines infrastructure development and ecosystem-based solutions to create sustainable, long-term flood mitigation strategies. By prioritizing environmental restoration, adaptive infrastructure, and multi-stakeholder collaboration, South Kalimantan can enhance its resilience against flood disasters.
2025-12-01T00:00:00+00:00Copyright (c) 2025 Aswin Rosadi; Budi Kristantohttps://jurnal.untag-sby.ac.id/index.php/dia/article/view/12917STRENGTHENING TRANSFORMATIONAL LEADERSHIP AND PUBLIC POLICY INNOVATION IN INDONESIA2025-03-12T13:41:14+00:00Berliana Mustika Raniberliana.rani.fisip@upnjatim.ac.id
This study finds that transformational leadership plays a significant role in encouraging public policy innovation in Indonesia. Researchers want to see how the synergy is built between stakeholders and how synergy is developed between stakeholders in waste management programs through the SiDarling application. Researchers will analyze stakeholders using the theory of Maryono et al., which classifies stakeholders into 3 (three), namely primary, secondary, and key stakeholders. The research method used is qualitative. The research results indicate that the SiDarling application's potential to create synergy among waste management program stakeholders has not yet been completely realized, as seen from the lack of participation of society in the program. What becomes an obstacle is that communication and coordination with the society community are still ineffective even though socialization and education have been carried out, and this is felt to be less massive. This study uses a qualitative method, collecting data through interviews and observations with E-PBB users and BAPENDA officers. Using Parasuraman's ServQual model, the analysis focuses on five service quality dimensions. The results indicate that in terms of reliability, the E-PBB application achieved 85% but still requires improvements in information accuracy and processing speed. In the assurance dimension, the application shows an 80% success rate but needs better information on security systems and more responsive technical support services. Regarding tangibles, the application achieved 75% and requires interface design improvements to make it more accessible and understandable for users. Additionally, empathy scored 70%, where users expect more friendly and informative direct support when facing technical difficulties. For responsiveness, the E-PBB application reached 78%, though there is a need to improve response speed to user inquiries and complaints. Based on these findings, several recommendations are proposed to improve the quality of the E-PBB application service, including a user education program, strengthening technological infrastructure, and enhancing data security protocols. An intensive user education program and easier access to help centers will assist users in understanding and operating the application independently. Investing in a more robust server system and regular maintenance will ensure the application operates steadily, especially during peak usage times. Additionally, strict security protocols such as data encryption and cybersecurity threat monitoring will provide users with a sense of security. Responsiveness reaches 70%, which, while adequate, still requires improvements in responsiveness to public needs. Efficiency is at 72%, requiring simplifying procedures to accelerate service delivery. This study concludes that the application of good governance principles at the Surabaya City Revenue Agency is relatively well-implemented but requires improvements in several areas. To enhance public service quality, this study recommends developing an integrated online information system to support transparency, conducting public consultation programs and periodic satisfaction surveys to boost participation, and simplifying administrative procedures alongside digitalizing services to increase efficiency. By implementing these recommendations, it is hoped that the Surabaya City Revenue Agency can become more responsive, transparent, and efficient in serving the public, ultimately enhancing public trust in public services and achieving the goals of good governance optimally.
2025-12-01T00:00:00+00:00Copyright (c) 2025 Andri Purdiono, Ika Devy Pramudiana, Eny Haryati, Sapto Pramonohttps://jurnal.untag-sby.ac.id/index.php/dia/article/view/12122IMPLEMENTATION OF TAX INVOICE CRIME PREVENTION POLICY IN INDONESIA2024-11-05T00:59:10+00:00Helmi Satria Fahmihelmi.2341021045@stialan.ac.idNurliah Nurdinnurliahnurdin@stialan.ac.id
Fiscal policy plays an important role in economic growth and maintaining inflation stability. VAT is one of the tax innovations and has experienced tremendous development. Crimes against tax invoices include not depositing taxes that have been collected and issuing and/or using tax invoices that are not based on actual transactions, often called Fictitious/unauthorized Tax Invoice. This research is expected to explain the factors that influence the implementation of tax invoice crime prevention policies. This research uses a qualitative method. The data collection method is done by observation, in-depth interview, and FGD. There were 13 Tax Investigators, 2 Tax Practitioners, and 4 Academics as informants who were interviewed and involved in FGDs. The results of the research on the implementation of the tax invoice crime prevention policy concluded that an integrated tax invoice crime prevention policy strategy framework is needed starting from the stage of confirming PKP until the tax invoice is issued and reported on the VAT periodic tax return. In addition, accuracy of information, consistency in application and clarity of feedback are required. Continuous improvement of procedures and political support from policy makers are absolutely necessary. Further steps are needed to publish the policy framework of the Tax Invoice crime prevention strategy in Indonesia in a regulation issued by the Director General of Taxes which is expected to be implemented properly
2025-12-01T00:00:00+00:00Copyright (c) 2025 Helmi Satria Fahmi, Nurliah Nurdin
