However, governance is not simply about how government conducts business in its own sphere. It is also about how government interacts with civil society. It tells how well government has encouraged and facilitated people’s participation not only in the delivery of services but also in evaluation and monitoring of government performance itself. In spite of technological advancement in information systems, people remain the most important factor in private and public organization. None of these techniques or management methods is effective unless they are administered and carried out by competent Barangay officials. Considering the importance of human power development, The City Government of Bayugan, Agusan del Sur conducted training programs, leadership seminars, and other Seminar-Workshop to fully reach the competence of leadership for the improvement of Barangays in. Participation in elections is carried out in two ways, including first conducting election socialization and secondly carrying out voter education and conveying the results of election monitoring and reporting suspected election violations. High public participation in elections (voter turnout) and public trust are part of the integrity of elections on the other hand low participation in elections is associated with public apathy. The Bawaslu’s data for the 2019 simultaneous elections in the West Java region show high findings and reports of violations, while public participation in monitoring and reporting suspected violations is considered low. The low level of public involvement in monitoring and reporting electoral fraud is due to the lack of socialization and education carried out by Bawaslu, so the capacity of the community as a human resource to monitor and report suspected election violations is still low. The research method used is a qualitative research method with research instruments including interviews with 17 key informants and field observations by making direct observations covering the West Java region and reviewing documents as supporting data in data refinement. The study results illustrate that the Participatory Oversight Program implemented by Bawaslu could have been more optimal, as evidenced by the low level of public participation in election monitoring and reporting suspected violations. In contrast, future election violations are increasingly massive. So it requires strategies and collaboration to increase participatory community supervision.
Hendra Setiadi Mala Sondang Silitonga Edy Sutrisno ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2023-06-03 2023-06-03 21 01 109 122 10.30996/dia.v21i01.7670 INSTITUTIONALIZATION OF LOCAL WISDOM WEDDING PROCESSES IN CULTURE OF PUSAR VILLAGE, BATURAJA SUB-DISTRICT OGAN KOMERING ULU DISTRICT https://jurnal.untag-sby.ac.id/index.php/dia/article/view/5939
Culture is a knowledge system that includes a system of ideas contained in the human mind, so that in everyday life culture is abstract. This research uses quantitative methods. The population of this study was limited to the adult population of Nabire Regency. This is intended to facilitate researchers in conducting sampling that requires a sample frame. Researchers used the Permanent Voters List for the 2019 general election based on data from the Nabire Regency Regional General Election Commission. The results showed that the Nabire Regency Regional House of Representatives carried out four functions, namely the functions of legislation, supervision, budgeting and harmonization with the local government. The supervisory function is carried out best inversely with the harmonization function with the local government. This research focuses on the role of the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) and what are the supporting factors as well as obstacles in handling cases of sexual violence against children in Sukabumi City. This research has several problems, including that Sukabumi City does not yet have a safe house for victims of sexual violence and there are still increasing cases of child sexual violence, while Sukabumi City won the title of Child Worthy City (KLA) at the Intermediate level in 2016-2019 and rose to the Nidya level in 2021. The theory used to find out how the role of UPTD PPA in handling cases of child sexual violence is the role dimension of Arimbi et al (2003: 45). The method used in this study is descriptive qualitative, with data collection using observation, interviews, documents, audio and visual materials. The results of this study show that the role of the UPTD PPA in handling the case has been running in accordance with laws and regulations, but it is still not optimal. When viewed from one of the 6 service strategies that have not yet run, namely in temporary shelter. Then the infrastructure is incomplete and there is still a lack of human resources (HR) at the UPTD PPA.
Rika Binti Jajul Yana Fajar FY Basori Rizki Hegia Sampurna ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2023-06-03 2023-06-03 21 01 257 265 10.30996/dia.v21i01.7929 MERIT SYSTEM: https://jurnal.untag-sby.ac.id/index.php/dia/article/view/7843
The merit system is human resource management, which is used as a form of qualification by looking at workability to fill the position. It consists of four informants divided into two groups: informants who implement policy and policy implementers who are target informants; data collection techniques using observation techniques, interviews, and documentation; data analysis using flow models; and data validation using triangulation and triangulation techniques. This study uses four policy implementation variables from George Orwell's The Wealth of Nations. The results of this study indicate that the implementation of minimum wage policy in Sukabumi Regency goes well in the dimensions of communication and disposition, but in the dimensions of resources and bureaucratic structure is not optimal, this is because the resources with the refocusing of the budget and the number of employees and infrastructure needed optimization and the bureaucratic structure is not the authority of the Department of manpower and Transmigration Sukabumi to assess how the SOP's related to the District Minimum wage and its implementation mechanism, it is because the Minimum wage policy of the City / District: 561 / PP.732-Kesra/2021 so that it is regulated by the province regarding sop's and the implementation mechanism
Devi Topyani Andi Mulyadi Rizki Hegia Sampurna ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2023-06-03 2023-06-03 21 01 312 325 10.30996/dia.v21i01.7970 VILLAGE ROLE IN REDUCING STUNTING AS AN EFFORT TO ACHIEVE THE SDGS OF SUKODONO VILLAGE SIDOARJO DISTRICT https://jurnal.untag-sby.ac.id/index.php/dia/article/view/7935
This research was conducted with the aim of finding out about the implementation of village government policies in reducing the prevalence of stunting in Sukodono Village. The phenomenon of stunting is a phenomenon that is currently occurring and is included in the sustainability development goal indicator. Data shows that the prevalence rate of stunting in Indonesia is still quite high at 24%. The central government to local governments are trying hard to overcome this phenomenon. This is necessary because stunting has such a big impact on the growth of early childhood in Indonesia. This research method uses descriptive qualitative method with data collection using interviews, observation and documentation. The selection of informants in this case uses a purposive sampling method by selecting informants who are considered to understand the topic of the problem being raised. The results showed that the role of the Sukodono Village government according to the yeti theory approach contained four indicators, namely the availability of facilities and infrastructure where the village government had attempted to provide posyandu tools. The second is the availability of a budget where the Sukodono Village government has budgeted 60,000,000 for the stunting program. The three partnerships where there are three parties that play a role, namely the Village Government, Health Officers and the Regional General Hospital. Lastly is community participation where the people of Sukodono Village fully support the reduction of stunting rates.
Tri Nur Azizah Isna Fitria Agustina ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2023-06-03 2023-06-03 21 01 326 337 10.30996/dia.v21i01.7935 EFFORTS OF BPJS KETENAGAKERJAAN IN SOCIALIZING OF AN OLD-AGE SECURITY PROGRAM TO INFORMAL WORKERS IN THE CITY OF MEDAN https://jurnal.untag-sby.ac.id/index.php/dia/article/view/7980
This study aims to determine the efforts BPJS Ketenagakerjaan in socializing the old age security program to informal workers in Medan City and the obstacles faced by Employment BPJS in socializing the old age security program. This program consumes a large budget, considering that most of the people in Pitulua Village are still classified as underprivileged and do not have their own place to live. RUSUS program has been a program of the Kementrian Pekerjaan Umum dan Perumahan Rakyat “PUPR” (The Ministry of Public Works and Public Housing). Nationally for the construction of special houses during this period, 9,833 units were carried out in 34 provinces in Indonesia (Ministry of Public Works RI Communication Bureau) in 2020. The Ministry of Public Works and Public Housing will allocate ABPN funds to the people of North Kolaka Regency who are work as a fisherman with the help of at least 50 units of fisherman's houses in 2017 all fishermen's houses have been realized and have been inhabited for 2 years. The current phenomenon, apart from the Covid 19 pandemic, is related to RUSUS construction program, which is still having problems, in this case of RUSUS, which should be intended for fishermen who are less affluent, but in reality there are still middle and upper class people like honorary; there are also those who use it as a temporary residence and the community does not work as a fisherman; RUSUS is owned by his parents, but only his son occupies the house and does not work as a fisherman; there are still many local people who are more entitled to get RUSUS; there are still fisherman communities who occupy houses that cannot be declared as property rights but are still in the status of usufructuary rights for 5 (five) years.
Anis Ribcalia Septiana Ahmad Farouq Mulku Zahari ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2023-06-03 2023-06-03 21 01 379 397 10.30996/dia.v21i01.8106 AN ANALYSIS OF THE IMPLEMENTATION OF GENDER MAINSTREAMING IN THE PLACEMENT OF FEMALE POLICE OFFICERS AS COMPETENCY-BASED SECTOR POLICE CHIEFS IN THE METRO JAYA POLICE https://jurnal.untag-sby.ac.id/index.php/dia/article/view/8103
This study aims to analyse the gender mainstreaming of the Polri (Police of Indonesia Republic) at The Polda Metro Jaya (Province of DKI Jakarta Police) through the placement of policewomen as leaders in the Kapolsek (Region Sector Police) with the Indonesian social culture which still believes that a woman's duty is to take care of the household so that it does not give women the freedom to have a career, as well as the profession of policewomen by the public is seen as only part of the image of the police, where the presence of policewomen as a complement in the implementation of police duties and only placed in the functions of staff, personal secretary and administration. This research uses descriptive qualitative method by conducting interviews and field observations. Based on the research, there has been a policy in the framework of gender mainstreaming by placing female police officers as leaders in the police sector (Kapolsek) and there is no difference in the placement between female police officers and male police officers as police chiefs, but the successful implementation of gender mainstreaming has not been maximally implemented due to the lack of motivation of female police officers due to the challenges of police duties at The Metro Jaya Police which are quite complex and heavy police work dominantly related to crime cases and influenced by population density and territory as well as religious/community leaders in the police sector (Polsek) so that it requires the police chief to be ready to carry out 24-hour tasks to maintain security and order in the community.
Yuliani Sariwaty Siregar Nurliah Nurdin Firman Hadi Rivai ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2023-06-03 2023-06-03 21 01 398 409 10.30996/dia.v21i01.8103 ANALYSIS OF PUBLIC POLICY IMPLEMENTATION ON BUREAUCRACY TRANSFORMATION POST COVID-19 PANDEMIC IN GARUT DISTRICT https://jurnal.untag-sby.ac.id/index.php/dia/article/view/8024
As part of the transformation of public services, public service providers can be an instrument to maintain and improve the quality of public services during the Covid-19 pandemic. Uninhabitable houses are those that do not meet the requirements and standards. So, the Gresik Regency Government made a policy in the form of an innovation of the Uninhabitable House Data Collection Program Information System (SIGAP-RTLH) which is an information system for the RTLH Data Collection Program based on the web so that it is able to see the distance and time of data collection as well as updating the data up to date. locus in Gresik Regency. The research process is by collecting secondary data through observation, research results that have been published in indexed journals, credible census data and mass media reports that have valid credibility, such as the official website of the Kemenpan-RB, DJPB Ministry of Finance, Housing and Settlement Areas. The innovation of SIGAP-RTLH includes how to collect data, how to submit and product data collection for RTLH which can be accessed through a website that can be accessed anywhere at any time at http://sigaprtlh.gresikkab.go.id/index.php/login. The data product resulting from the SIGAP-RTLH update can be accessed as data collection material at the relevant government agencies as a way to facilitate data collection and follow-up to facilitate the handling of RTLH in the issuance of Building Construction Permits. Another benefit is to produce complete, valid, disaggregated, centralized, identified, integrated, uptodate, and accountable data collections. Policy Innovation The SIGAP-RTLH program is easy to implement or redesign for other agencies by developing services using the concept of an information system and has been proven to be accurate and precise and effective because it has received an innovation award at the national level.
Indira arundina sari Vidya Imanuari Pertiwi ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2023-06-03 2023-06-03 21 01 422 434 10.30996/dia.v21i01.7979 MANAGEMENT AND IMPROVEMENT OF HUMAN RESOURCES ORIENTED TO GLOBAL MARKET COMPETITION: CASE OF INDONESIA ARTIST CERTIFICATION AND PROFESSIONAL STANDARDIZATION POLICY https://jurnal.untag-sby.ac.id/index.php/dia/article/view/8094
The art ecosystem in Indonesia is colored by two circles: traditional artists and modern artists, where each type of artist has a different interpretation of the process of making works of art. On the one hand, in general, traditional artists prioritize creation, works, and character so that in the process of art, they do not lean towards the economic value of the work produced. Although in many aspects when compared to modern artists, traditional artists lack the appreciation they deserve. In contrast to modern artists, who professionally and access to information become easier to access resources, especially in obtaining funding in the process of creating. These pros and cons are further escalated by the existence of a professionalization policy through an artist certification policy initiated by the Ministry of Education, Culture, Research, and Technology in order to increase competition in the global market. This research started from a research question, namely mapping the problems that arise in the field in the implementation of certification and standardization programs. With qualitative-descriptive methods, this study tries to explore several findings, including: (1) Certification and standardization are urgent as the Indonesian artist community needs to improve its competence in increasing competition on a global scale, regardless of problems in the field to the grassroots, further formulations are still needed; (2) A human resource management approach is taken to regulate artists who have so far been difficult to put in order; and (3) The approach to capacity and quality development is the main motivation of the government in issuing this regulation. This research led to one conclusion, namely the motivation to encourage local art to become a global product facing various challenges, especially in bringing together the interests of artists with the government.
Lesli Citra Pertiwi Probo Darono Yakti ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2023-06-03 2023-06-03 21 01 435 448 10.30996/dia.v21i01.8094 EXTRA ROLE BEHAVIOR OF THE APPARATUS IN THE IMPLEMENTATION OF THE PERATURAN GUBERNUR PROVINSI DKI JAKARTA NOMOR 115 TAHUN 2016 CONCERNING KETUK PINTU LAYANI DENGAN HATI PROGRAM https://jurnal.untag-sby.ac.id/index.php/dia/article/view/6251
This article aims to describe the extra role behavior carried out by the apparatus in implementing Ketuk Pintu Layani Dengan Hati Program and the factors that influence it. As an effort to reduce the rate of disease transmission in DKI Jakarta, the DKI Jakarta Provincial Government issued DKI Jakarta Governor Regulation Number 115 of 2016 concerning Ketuk Pintu Layani Dengan Hati Program. The scope of this program includes promotive, preventive, and curative with a door-to-door service mechanism. In implementing the program, it involves Public health center officers and health cadres in the DKI Jakarta province. To explain extra role behavior, Organ's theory of Organizational Citizenship Behavior is used. The research method used is descriptive qualitative. Data was collected by means of interviews, observations, and documents.
