This research uses qualitative research methods with a case study approach consisting of 5 informants who are divided into two groups of program implementer informants and target program implementer informants, data collection techniques using observation, interviews, and documentation techniques, then data analysis using a flow model, and data validation using source triangulation and technical triangulation. This research uses Duncan's theory of effectiveness in Steers (53: 1985). The results of this study indicate that the implementation of the Smart Card program is right on target, because it is in accordance with the original objectives made, namely for students who are lacking in economic terms and are not registered as KIP recipients. Achieving this goal makes students who experience economic limitations still able to go to school because getting an education is a right in accordance with the 1945 basic law. The integrity of this Smart Card program is where the Sukabumi City Education and Culture Office is optimal in conducting socialization to junior high schools in Sukabumi City and then the school also conducts socialization to student guardians and students who are the target of the smart card program, and the communication process from the school to the Sukabumi City local government is well established so that it can implement this program every year. This observation suggests that the AKIP framework has not comprehensively assessed all dimensions of the accountability theory. This article examines the disparities that exist between accountability theory and the indicators employed in the AKIP assessment. The methodology employed in this study is a comprehensive review of existing literature. The analysis yielded the discovery that multiple AKIP indicators necessitate enhancement in order to align the measurement more closely with the theory of accountability. The indicators can be classified into two distinct categories, specifically technical indicators and conceptual indicators. Technical indicators encompass a range of metrics that are utilized to assess various aspects of performance. These indicators include outcome achievement indicators, which gauge the extent to which desired outcomes have been realized. Additionally, effectiveness and efficiency indicators are employed to evaluate the degree to which objectives are met in a timely and resource-efficient manner. Periodic reporting indicators are utilized to monitor and report on progress at regular intervals. Lastly, employee professionalism indicators are used to assess the level of professionalism exhibited by individuals within an organization. According to the results of the Indonesian Toddler Nutrition Status Survey, the stunting rate in 2021 has again decreased to 24.4%, which is higher than the WHO standard of 20%. The prevalence of stunting in Waru Jaya Village in 2019 was 30.5%. The purpose of this research was to analyze the implementation of policies to accelerate the reduction of stunting in Waru Jaya Village, Bogor Regency, West Java. The research method used is descriptive qualitative method. Data was obtained through interviews with related parties and also from several official government websites. The data were analyzed using the policy implementation theory of Merilee S. Grindle. The results show that there is a Regional Government policy in the form of a Regent's Instruction related to accelerating the reduction of integrated stunting in Waru Jaya Village and it has been implemented properly as evidenced by a reduction in the stunting rate to 2.9% in 2021. The Regent's Instruction should be updated so that it is in line with Presidential Regulations. This transformation involves the implementation of information technology and the internet to improve efficiency, citizen-oriented services, transparency, participation, and trust in government. In parliament itself, the concept of e-parlement developed as an effort to increase transparency, efficiency, and public involvement in political processes and legislation. While this concept offers many benefits, some challenges need to be overcome. This research analyzes the implementation of e-parlement in developing countries, identifies challenges that need to be overcome, and provides lessons on the implementation of e-parlement in developed countries. The theoretical foundation covers aspects such as strategy, operations, technology, and digital transformation in the context of parliamentary digitalization. The source of data used in this study is secondary data from research related to the implementation of e-Parlement which has been researched and written in the form of articles that are then published in international journals indexed by Scopus. The method of searching for articles is carried out online, by searching through the Scopus and Google Scholar sites with the keyword "e-Parlement OR parlement digital" and the period is limited to the last 10 years. The results showed that some of the main challenges faced in the implementation of e-Parlement are information technology (ICT), the capacity of staff and parliamentarians to use ICT, and <em>political will</em>. Although e-Parlement is a cutting-edge concept, its implementation is not always effective in developing countries due to constraints such as inequality of access to technology. Therefore, it is necessary to have organizational capacity development. The objective of the research is to describe and analyse some steps in developing capacity at the Population Control, Family Planning, Woman Empowerment, and Child Protection Agency, Serdang Bedagai Regency, in realizing a Child-Friendly Regency. The research employs qualitative analytic method. The result of the research shows that organizational capacity development needs the dimension of physical resource capacity. Based on organizational structure indicator, a lot of workloads are not balanced by the number of personnel. Consequently, the employees in the section on woman’s protection, child protection, and the fulfilment of child rights sometimes need help from the other sections in carrying out the policy of child-friendly regency/municipality. From the identification of these factors, it is important to formulate an optimization strategy to reduce unemployment on the impact of the demographic bonus. The purpose of the study is to identify and analyze aspects that hinder and support, as well as to identify and analyze the Effectiveness of Digital Service Policies in the Form of Electronic Signatures at the Civil Registry and Population Office in Surabaya City. The research method used is descriptive qualitative with an inductive approach. Data collection techniques are carried out through interviews, observations, and documentation. In conducting interviews, the researcher analyzes the level of effectiveness using several indicators such as productivity level, flexibility level, effectiveness level, search for excellent human resources, job satisfaction of human resources, and supporting and inhibiting aspects. The research results indicate that digital services at the Civil Registry and Population Office, in the form of electronic signatures, have been implemented successfully. However, it still requires improvement in some obstacles, including several indicators, such as a lack of education and specific training for employees involved in the implementation of digital service policies, as well as a shortage of skilled human resources in handling network issues and unstable servers. The research results show that Information Quality and Service Quality have a significant impact on Perceived Usefulness and Perceived Ease of Use, indicating that users tend to view information and service quality as an important factor in assessing the usefulness and ease of use of a system. On the other hand, System Quality does not show a significant influence on Perceived Usefulness and Perceived Ease of Use, indicating that the technical or functional aspects of the system may not really influence user perceptions of usefulness and ease of use. Furthermore, Service Quality is proven to have a positive effect on Perceived Usefulness and Perceived Ease of Use, indicating that good service can increase user perceptions of usefulness and ease of use. The purpose of this study was to determine the effectiveness of the National Public Service Complaint Management System Service Program (E-Lapor SP4N) in responding to and following up on complaints from the public at the Communication, Information and Signage Office of Sukabumi Regency. This research uses qualitative research methods with a descriptive approach to observe individuals or a number of people who will become informants in the phenomenon of research problems. The data collection techniques used were observation, interviews, and documents. Data validation used in this research is source triangulation, technique triangulation, and time triangulation. The results showed that the Communication, Informatics and Standardization Office of Sukabumi Regency successfully implemented the E-Lapor SP4N application strongly. Articles 149 and 150 states that the DPRD has three main functions: legislation, budget, and supervision. The legislative function includes the creation of Regional Regulations (Perda) through DPRD initiatives or proposals, which are then discussed and approved or rejected. Sukabumi City Propemperda has targets and work plans in drafting regional regulations to create regional regulations that are productive and beneficial for the progress of the city. However, of the expected 59 Propemperda targets, only 37 were successfully realized. Of the 37 Propemperda that were passed as regional regulations, only 2 of them came from DPRD initiatives. This study uses descriptive qualitative research method the results of the study show that: 1) Relative Advantage, the JakEVO application provides benefits for the community and ease of obtaining when accessing permits. 2) Conformity, JakEVO is declared inappropriate because the flow of handling permits and the time of handling permits are different from the provisions that apply to the Decree of the Head of the DKI Jakarta PTSP Office. 3) Complexity, the level of complexity of JakEVO according to users is quite complicated. 4) Trialed Ability, before being launched to the community JakEVO did not go through the trial stage. 5) Observability, this application is easily observed by the public to monitor the course of permit files and make it easier for officers to get detailed data on the number of permits entered in the application from 2020 to 2023, so the JakEVO application has not been able to improve online licensing services in DKI Jakarta.</p> Angelia Devika Lydia Tukiman Tukiman ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2024-12-01 2024-12-01 22 02 407 422 10.30996/dia.v22i02.10869 EFFECTIVENESS OF GOVERNMENT SUBSIDY PROGRAM IN THE TRANSITION ACCREDITATION POLICY FROM BAN PT TO LAM FOR PRIVATE UNIVERSITIES IN SURABAYA, INDONESIAN https://jurnal.untag-sby.ac.id/index.php/dia/article/view/10993 <p>This research was motivated by there is a policy transition from <em>BAN PT</em> to <em>LAM</em> which requires funds to support the accreditation process. This research focuses analysis effectiveness of government subsidy programs for private university in Surabaya. The method uses mix-methods and the data collection applies three techniques, namely questionnaire, interviews, documentation. Questionnaire distributed to respondents to obtain data by utilizing Google Form. The interview was carried out with the structural officials of private universities in Surabaya also documentation used to sharpen the analysis. Data analysis according to Miles and Huberman concept includes collecting data, present data, reducing data, and drawing conclusions. Based on data analysis, the effectiveness related to the presence of a government subsidy program as a solution to the transition of accreditation policy from <em>BAN PT</em> to <em>LAM</em>. It specifically attempts to determine the employees' job performance regarding efficiency, timeliness, and responsiveness. This study used a descriptive quantitative method to analyze the data gathered. It also employed a qualitative approach in analyzing and interpreting the data. A convenient sampling method was employed in the data gathering. Key informants' interview was also employed to extract raw data from the participants. Essential statistical tools like mean and standard deviation were also resorted to in the data treatment. The study results revealed that the employees performed well on the three variables. However, timeliness was found to have the lowest mean among the variables. The finding implies that statement indicators under this variable could have been performed better by the employees during the transition period.</p> Nabilah U. H.
