In the implementation of ASN recruitment, there are several problems faced, including the formation of persons with disabilities that are not filled and requirements that have not accommodated the interests of persons with disabilities. One problem is the non-fulfillment of the formation, or the tan caused by the job analysis. This study aims to describe the process of job analysis for persons with disabilities in the recruitment and selection of ASN with a type of narrative descriptive research. Data collection was carried out through interviews with informants from the Ministry of State Apparatus Empowerment and Bureaucratic Reform, the State Civil Service Agency, the Ministry of Social Affairs and Australia Indonesia Disability Research Advocacy Network and document studies by reviewing the literature on job analysis for persons with disabilities and regulations related to job analysis. The results showed that the process of analyzing job analysis of jobs in the context of planning ASN needs as stipulated in the Peraturan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi Nomor 1 Tahun 2020 concerning Job analysis and Workload Analysis does not specifically regulate for persons with disabilities. The availability of facilities and the lack of a comprehensive understanding of the issue of inclusivity in the fulfillment of the right to work for persons with disabilities are factors in the emergence of job requirements that are not accommodating to all kinds of disabilities. The provision of accessibility and decent accommodation has not been a major concern in the preparation of the ASN job analysis.
Arif Budiman Lina Miftahul Jannah ##submission.copyrightStatement## 2022-06-11 2022-06-11 20 02 1 15 10.30996/dia.v20i02.6652 CHALLENGES IN CAREER DEVELOPMENT OF THE FUNCTIONAL POSITION OF SUPERVISORY OF REGIONAL GOVERNMENT AFFAIRS (PPUPD) IN THE INSPECTORATE OF THE PROVINCE OF THE SPECIAL CAPITAL OF JAKARTA https://jurnal.untag-sby.ac.id/index.php/dia/article/view/6744
Career development in a government agency is very important for the progress and success of the organization in achieving the planned goals. This is based on a good assessment of WFH and WFO during the COVID-19 pandemic. This plan is also in line with the agenda of Bureaucratic Reform and e-government. The purpose of this paper is to find out the policy narrative developed by the government for WFA and the potential challenges that will be faced by the government as well as to what extent the government is ready to implement WFA policies for ASN. The method used is a postpositivist approach with Narrative Policy Analysis (NPA) analytical instruments with secondary data obtained from scientific journals, mass media and relevant public data. As a result, the government must make a comprehensive study related to WFA and issue special rules for WFA that regulate the system of performance, assessment, monitoring, and evaluation. It also requires job criteria and ASN who can perform WFA. Improving the quality of human resources and digital infrastructure is also a requirement for conducting WFA.
Mahir Pratama Lisman Manurung ##submission.copyrightStatement## 2022-08-14 2022-08-14 20 02 263 274 10.30996/dia.v20i02.7018 TOURISM DEVELOPMENT STRATEGY IN DAIRI REGENCY https://jurnal.untag-sby.ac.id/index.php/dia/article/view/6416
Tourism is a community need and the government's mainstay to earn non-oil and gas foreign exchange. Dairi is one of the regency that has huge tourism potential, but it has not been managed properly and has an impact on socio-economic conditions. The purpose of this study is to find out how the strategy that has been carried out by the Department of Tourism and Culture of Dairi Regency to develop tourism and to find out what strategies can be used to develop tourism. This research process begins by identifying and analyzing strategic values, internal and external environment, as well as supporting and inhibiting factors. The next process is determining strategic issues using SWOT analysis techniques and formulating tourism development strategies. The method is a descriptive research method with a qualitative approach. The steps used in data collection include: interviews, observation, documentation, and literature study. The strategies used in developing tourism include: SO strategy (Strength Opportunity), ST strategy (Strength Threat), WO strategy (Weakness Opportunity), and WT strategy (Weakness Threat). The results of the research on the SO strategy showed that Dairi Regency has good potential in the tourism sector due to its geographical location and a large number of tourism destinations. For ST strategy, the Department of Tourism and Culture in Dairi Regency always coordinates with relevant agencies in the maintenance and development of existing and new tourist destinations. The WO strategy found that there was a lack of financial support from the local government and inadequate human resources. The WT strategy found a lack of improvement in service quality, and uneven infrastructure development.
Wiro Oktavius Ginting Siti Hazzah Nur ##submission.copyrightStatement## 2022-08-14 2022-08-14 20 02 275 290 10.30996/dia.v20i02.6416 THE EFFECTIVENESS OF YELLOW CARD (AK-1) MAKING SERVICES THROUGH THE APPLICATION OF EMPLOYMENT INFORMATION SYSTEMS (SISNAKER) https://jurnal.untag-sby.ac.id/index.php/dia/article/view/6937
The topic of this research is about the effectiveness of public services in the employment sector. It impacts increasing regional income, opening up employment opportunities, and improving the local community's standard of living, so fisheries UMKM policies are an important aspect of Simeulue Regency. The research method was descriptive qualitative, with field studies and interviews with policymakers and implementers from the Department of Marine Affairs and Fisheries (DKP), the Department of Industry, Trade, Cooperatives, and Small and Medium Enterprises (Disperindagkop) Simuelue Regency, and business actors. Furthermore, data were obtained through literature studies, which included scientific journals, government regulations, documents, and research reports. This study's analysis employs inductive logic by collecting field data and then analyzing it to conclude. The findings demonstrated that the government implemented the fisheries UMKM policy by providing business capital stimulus for UMKMs, conserving marine areas to protect fishery products, and limiting foreign ship visits to maintain marine sovereignty. The study concludes that the implementation of fisheries UMKM policies fails because: (1) there is no definite data on the number of fisheries UMKMs; (2) there is no communication and forum that can mediate the interests of UMKM business actors and the government; and (3) the government has limited budget funds in the form of business capital; and (4) UMKM business assistance and training have been provided, but have not yielded maximum results due to a lack of a market that can accommodate production results.
Ikhsan Ikhsan Cut Asmaul Husna Agus Pratama ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2022-10-22 2022-10-22 20 02 392 406 10.30996/dia.v20i02.7236 IMPLEMENTATION OF THE PARAS VILLAGE FUND POLICY, CEPOGO DISTRICT, BOYOLALI REGENCY IN HANDLING CORONA VIRUS DISEASE (COVID 19) https://jurnal.untag-sby.ac.id/index.php/dia/article/view/7399
Implementation of the Paras Village Fund Policy, Cepogo District, Boyolali Regency in Handling Corona Virus Disease (Covid 19), In Handling Covid-19. Social changes occur in all aspects of people's lives in multiple sectors, both in the economic sector, employment, education, tourism, and the elements of government bureaucracy. However, the handling of the Covid-19 pandemic in the country has shown positive developments. The trend of adding daily cases consistently indicates a decline. This encourages realizing the effectiveness of implementing public policies by the COVID-19 task force with bureaucratic communication patterns for economic recovery after the pandemic. This study uses a descriptive qualitative methodology that uses a literature review to examine and characterize the phenomenon or object of study through social interactions, attitudes, and perceptions of individuals or groups of people. The study results indicate that public services must have service standards and be published as a guarantee of certainty for service recipients, manifested in an effective communication pattern to serve the community. In contrast, the choice of bureaucratic communication patterns such as assertive behavior can be made by direct communication to the needs, desires, and one's opinion without punishing, threatening, or demeaning others. Proactive behavior also involves the rights of others without being too afraid in the process, involving direct expression of one's feelings; this is considering the strategic potential of the Garut district, and the effectiveness of communication patterns in public services is very crucial to be carried out after this pandemic as an economic recovery effort.
Rina Kurniawati Nahdi Hadiyanto Leni Fitriani ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2022-11-26 2022-11-26 20 02 420 430 10.30996/dia.v20i02.7200 ANALYSIS OF THE NEED FOR LABOR MIGRATION POLICY IN SINGAPORE https://jurnal.untag-sby.ac.id/index.php/dia/article/view/6655
Singapore is categorized as a Developed Country because of its developed trading industry among Southeast Asian countries. The existence of Singapore is inseparable from the presence of residents. As is known, most residents of Singapore are the result of migration policies due to the lack of population. Singapura recorded a record decline in people over the past year. The government's annual brief report revealed that the restrictions and conditions of the Covid-19 pandemic were one of the leading causes. Singaporean population also fell 0.7% to 3.5 million, while permanent residents (PR) fell 6.2% to 0.49 million. This is the first drop from YoY, both in population and population since data was collected in 1970. Migration is the movement of people from one area to another aimed at living sedentary, which goes beyond the administrative/political boundaries. The move made by a resident is usually immigrant because he has the desire to live a sedentary life for a long time. This research uses a qualitative descriptive method with literature review research. The results showed that one of the factors driving migration from Indonesia to Singapore was the lack of labor in Singapore. The process of self-formation into a Singaporean identity through migration, adaptation, and integration stages. Singapore has a policy toward migrant workers. The policy is specifically related to skills and age. If workers’ skills do not meet the criteria, the Government applies a policy to upgrade skills by conducting certified training.
