However, governance is not simply about how government conducts business in its own sphere. It is also about how government interacts with civil society. It tells how well government has encouraged and facilitated people’s participation not only in the delivery of services but also in evaluation and monitoring of government performance itself. In spite of technological advancement in information systems, people remain the most important factor in private and public organization. None of these techniques or management methods is effective unless they are administered and carried out by competent Barangay officials. <p>Surade Traditional Market Management in Improving the Quality of Convenience for the Community in Sukabumi Regency. The purpose of this study is to identify and describe the management of the Surade traditional market and the inhibiting factors in its implementation. This is motivated by the problem of lack of facilities and infrastructure and the lack of optimal supervision by Surade Traditional Market officers on performance in market management. This research uses qualitative method and case study approach. Informants in this study were Surade Traditional Market Unit, Department of Industry and Trade of Sukabumi Regency, Traders in Surade traditional market, and the community as consumers. The validity of the data in this study used the method of source triangulation, technique triangulation, and member checking. The results showed that the management of the Sukabumi Regency Traditional Market had not been running well, as seen from the management of less than optimal cleaning facilities, the lack of firmness of the market manager against unruly traders, and the parking management managed by a third party had not gone well. <p>Waste problems in big cities is something that is often faced, as well as in the city of Tangerang. Garbage is a continuous problem that requires the active role of the community in solving it. The Tangerang City Government has carried out recycling activities with Black Soldier Flies (BSF) bioconversion in managing waste which is a form of innovation by empowering the community. For this reason, it is necessary to carry out evaluations and strategies through the theory of effectiveness seen from the aspects of achieving goals, integration and adaptation in order to see results and measure the achievements of the programs implemented and the benefits for the community. In this study using a qualitative descriptive analysis method by describing the circumstances and phenomena that occur as well as problems by conducting interviews, observations, and published documents and information. The research interviews were conducted with representatives of the Tangerang City government, environmental activists (Indonesian Benua Lestari Foundation), Jatiuwung ITF officers, and the community who received maggot cultivation training. <p>The title of this study is "Implementation of the Policy for Parking Service Charges on the Side of Public Roads in the City of Sukabumi". The purpose of this study is regarding parking services on public roads. This research found several problems, namely the ticket was not realized when collecting parking fees and the lack of Human Resources (HR) in supervising parking attendants. The method used in this research is using qualitative research with data collection techniques using observation, interview and documentation techniques. In determining the informants in this study using the Snowball Sampling technique. The theory applied in this research is the policy implementation theory of Donald S.Van Meter and Carl E.Van Horn which is influenced by 6 dimensions. The role and function of supervision are needed to monitor, foster, assess, and provide professional guidance to principals, teachers, and education personnel in their target schools. The phenomenon in the field shows a gap in the quality standards of education set by the government and its implementation. No school has met the SNP of the 71 primary schools in Madiun City. This research was conducted because elementary schools in Madiun City do not yet have a quality culture according to the standards set by the government. This study aims to: a. Describe and analyze school management in realizing a quality culture. b. Analyze the factors inhibiting and supporting school management in realizing a quality culture. c. Develop a management model that can encourage a quality culture. The study was conducted qualitatively. The results of the study are as follows; a. The management of elementary schools in Madiun City has met the criteria for quality culture, but at the implementation level, it is not optimal. <p>Public transportation is a means provided for the community to facilitate their daily activities, including city transportation (angkot). In providing good service and easing the burden on the community, the Sukabumi City government issued a policy of abolishing route permit fees for city transportation. The purpose of this study is to find out how the implementation of route permit retribution tariff policies for city transportation in the city of Sukabumi. The research method used in this research is a qualitative approach, the research is descriptive in nature. Data collection techniques used by researchers are observation, interviews and documentation. This study uses four variables of policy implementation from George Edward. From the results of the study that policy implementation has been going well when viewed from the disposition and structure of the bureaucracy. However, in terms of communication and human resources, it has been implemented but not optimal. <p>The security system stipulated in the Decree of the Leadership of the House of Representatives of the Republic of Indonesia Number 51/PIMP/III/2008-2009 concerning General Guidelines for Security Management in the Office Complex of the House of Representatives of the Republic of Indonesia, is a Standard Operating Procedure that has been implemented so far. The security system applied is a zoning security system with a security level of Very Important Person (VIP). To implement the system and level of security, it requires the support of Pengamanan Dalam personnel who have very good security competence. The research method used is a qualitative approach research method, where the data taken comes from three sources, namely the results of interviews with 14 key informants, namely 2 Members of the People's Legislative Assembly of the Republic of Indonesia, Echelon II Officials, Echelon III, Echelon IV Secretariat general of the House of Representatives of the Republic of Indonesia, and staff who are deemed to know the problem. Apart from that, field observations and document review related to the previous recruitment of internal security personnel. The results of the study have illustrated that the cause of the non-optimal results of Pengamanan Dalam personnel recruitment is the absence of Standard Operating Procedures, the absence of openness in its implementation so as to facilitate irregularities in the recruitment process. <p>Community participation is an indicator that determines the quality of election administration and signifies the importance of democracy for a country. Participation in elections is carried out in two ways, including first conducting election socialization and secondly carrying out voter education and conveying the results of election monitoring and reporting suspected election violations. High public participation in elections (voter turnout) and public trust are part of the integrity of elections on the other hand low participation in elections is associated with public apathy. The Bawaslu’s data for the 2019 simultaneous elections in the West Java region show high findings and reports of violations, while public participation in monitoring and reporting suspected violations is considered low. The low level of public involvement in monitoring and reporting electoral fraud is due to the lack of socialization and education carried out by Bawaslu, so the capacity of the community as a human resource to monitor and report suspected election violations is still low. The research method used is a qualitative research method with research instruments including interviews with 17 key informants and field observations by making direct observations covering the West Java region and reviewing documents as supporting data in data refinement. The study results illustrate that the Participatory Oversight Program implemented by Bawaslu could have been more optimal, as evidenced by the low level of public participation in election monitoring and reporting suspected violations. In contrast, future election violations are increasingly massive. <p>Culture is a knowledge system that includes a system of ideas contained in the human mind, so that in everyday life culture is abstract. The wedding procession with sacrifice, the slaughter of a scapegoat for the people of Pusar Village is one of the traditions owned by the people of Pusar Village, Baturaja District. The approach used in the meaning of verbal and nonverbal communication in a series of marriage processions with sacrifices, the slaughter of scapegoats uses symbolic interaction theory, symbolic interaction theory holds that individuals form the same meaning through communication. The method used is descriptive qualitative method. In collecting data, conducting in-depth interviews (Depth Interview) to key informants, the selected informants are people who are considered to know and understand the problems studied. The results of the analysis in this study are marriage processions with sacrifices, slaughtering scapegoats in Pusar Village there are forms of verbal communication and nonverbal communication contained in every series of marriage processions with sacrifices, slaughtering scapegoats including prayer. The prayer delivered by the traditional leader and followed by the family holding a wedding ceremony aims to request permission to hold a wedding ceremony and share happiness with the ancestors. After taking turns praying, the family waters the graves of their ancestors with the water that has been provided. From the results of the research conducted, it can be concluded that in every series of wedding processions with sacrifices, the slaughter of a scapegoat has a meaning that has been believed by the people of Pusar Village itself. It is hoped that the people of OKU Regency can participate in preserving the existing culture and arts. This study aims to determine the implementation of handling slum areas using Charles O. Jones' theory with three aspects, namely organization, interpretation, and application. When there is structural damage to the road, normal and periodic maintenance on the roads is the only thing that needs to be done. This study intends to ascertain how the Sukabumi Regency Public Works Service has implemented the Road Maintenance Program. the mthode uses a descriptive qualitative approach. Observation, interviews, and documentation are all forms of data collecting. The four program implementation dimensions from Edward III are used in this study. Based on the resource dimension, which comprises human resources and budgetary resources, the study's findings show that the Public Works Service's implementation of the road repair program in Sukabumi Regency is not ideal. This community service activity aims to increase the perception of MSME actors in Cupak Village, Ngusikan District, Jombang Regency, East Java Province on the urgency of financial accountability for the business they run along with literacy in the application of SAK EMKM using user-friendly digital accounting media. This study used descriptive research method with a qualitative approach. Informants in this study consisted of outpatients, doctors, nurses, head of medical services, chair of the quality committee. The results of this study explained that the management of health services for outpatients of the Internal Medicine Polyclinic can be analyzed using professional service indicators, as follows: effective service, clarity and certainty (transparency), effective, timely service, responsiveness, and adaptability. <p>The phenomenon in the field shows that there is public dissatisfaction with the performance of the Regional People's Representative Council of Nabire Regency which is considered not optimal. This is because the implementation of village infrastructure development such as roads, there are still many violations and irregularities. Violations that occur in infrastructure development are the construction of roads that are not up to standard, so that there are still many roads in the Nabire district that are easily damaged. This research uses quantitative methods. The population of this study was limited to the adult population of Nabire Regency. This is intended to facilitate researchers in conducting sampling that requires a sample frame. Researchers used the Permanent Voters List for the 2019 general election based on data from the Nabire Regency Regional General Election Commission. The results showed that the Nabire Regency Regional House of Representatives carried out four functions, namely the functions of legislation, supervision, budgeting and harmonization with the local government. The supervisory function is carried out best inversely with the harmonization function with the local government. Therefore, the East Java Provincial Government together with the Ministry of State Apartur Empowerment and Bureaucratic Reform and the State Administration Institute agreed to form the "East Java Corporate University (CorpU)". The system developed at CorpU is the concept of Merdeka Belajar. The East Java Provincial Government through BPSDM East Java has various work programs to accelerate the implementation of the East Java CorpU, one of which is "ASN Belajar". The purpose of this innovation is an effort to improve the competence of civil servants. The success of the ASN Belajar program is of course supported by stakeholders. This study is to determine the role, relationship, and effectiveness of the role of stakeholders in achieving the performance targets of BPSDM East Java Province. This research is descriptive with a qualitative approach. While collecting data is carried out by means of open interviews, observations, and documents. Furthermore, in determining informants using purposive sampling techniques. This research is in analyzing data using interactive models. As a result, in general, the implementation of the ASN Belajar program has run well in terms of the role, relationship, and effectiveness of stakeholders. <p>The purpose of this study is to explain the effect of organizational restructuring and remuneration on the effectiveness of the implementation of the primary duties and functions of the clerkship and secretariat of the Pontianak High Court. This study can be classified as survey research based on the research design. Meanwhile, in terms of the explanatory level, this study is associative. The object of this study is the organization of the clerkship and secretariat of the Pontianak High Court. The population in this study was employees within the Pontianak High Court, which amounted to 65 people. <p>With the innovation of health services based on Sidoarjo Maternal Neonatal Emergency Sms Gateway (SIMANEIS), pregnant women, patients can go to the midwife, clinic and or PUSKESMAS first to get an initial diagnosis, which is then referred from the clinic or health center to the hospital through SIMANEIS so that when in the hospital can be handled immediately. However, the reality in the field is that the implementation of Si Maneis' innovation is still not effective due to the unprofessional attitude of the officers, the internet connection network that often errors. Based on these problems, the purpose of this study was to determine and describe the effectiveness of the Sidoarjo Maternal Neonatal Emergency SMS Gateway (SIMANEIS) Application in Improving Health Services. The research method used is descriptive research with a qualitative approach. Data was collected by means of observation, interviews, and documentation. The research location is the RSUD Sidoarjo. Methods of data collection is done by using interviews, focused groups and discussion. Data analysis was carried out using qualitative analysis by Miles and Huberman (2014) consisting of four components, namely: data collection, condensation data, display data and conclusion and verifying drawings. The result of the research is that the resources and infrastructure have been effective. The number and quality of services produced in the implementation of maternal and child referral administrative services based on Sidoarjo Maternal Neonatal Emergency SMS Gateway (SIMANEIS) at the Sidoarjo Regional General Hospital is running effectively. Meanwhile, the suitability of the service results has been effective, as evidenced by the officers giving real-time action in less than 5 minutes when a patient comes without lingering in accordance with the time standard that has been set. <p>Sexual violence is any activity that consists of sexual activity carried out by adults to children and by children to other children. This research focuses on the role of the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) and what are the supporting factors as well as obstacles in handling cases of sexual violence against children in Sukabumi City. This research has several problems, including that Sukabumi City does not yet have a safe house for victims of sexual violence and there are still increasing cases of child sexual violence, while Sukabumi City won the title of Child Worthy City (KLA) at the Intermediate level in 2016-2019 and rose to the Nidya level in 2021. The theory used to find out how the role of UPTD PPA in handling cases of child sexual violence is the role dimension of Arimbi et al (2003: 45). The method used in this study is descriptive qualitative, with data collection using observation, interviews, documents, audio and visual materials. The results of this study show that the role of the UPTD PPA in handling the case has been running in accordance with laws and regulations, but it is still not optimal. When viewed from one of the 6 service strategies that have not yet run, namely in temporary shelter. This study uses a qualitative descriptive approach with data collection techniques through the variable records of books, papers, journals, newspapers, and so on. The research analysis technique uses an interactive analysis model. The results of the study show that the implementation of open selection for JPT Pratama within the Government of Aceh in 2022 includes the announcement of open selection, participant registration, paper writing, LGD, psychometric tests, interview tests, and announcement of selection results. <p>Regional Retribution is a regional levy as a payment for services or the granting of certain permits specifically provided and/or granted by the local government for the benefit of individuals or entities. This study aims to determine the effectiveness of the levy for receiving fish auctions at TPI Ciwaru in increasing local revenue (PAD) of Sukabumi Regency from the marine sector, and what are the obstacles that occur in the process. This research method uses a qualitative descriptive method and an analysis of the effectiveness measurement according to James L. Gibson. By collecting data using observation, interviews and documentation. The result of this study is that the acceptance of fish auction fees at TPI Ciwaru cannot be said to be effective. <p>The COVID-19 pandemic has impacted all aspects of people's lives, one of which is education. The implementation of education in the midst of the COVID-19 virus outbreak is carried out through distance learning. This study aims to describe the organizational citizenship behaviour and the factors behind the organizational citizenship behaviour of teachers in implementing distance learning at SMAN 1 Cerme during the COVID-19 pandemic. This research used qualitative with descriptive method type. Data was collected by direct observation, interviews with 21 informants, and through secondary data. The technique of determining the informant is carried out using a purposive technique by determining the key informant which develops into a snowball technique. The results of this study indicate that teachers at SMAN 1 Cerme have demonstrated organizational citizenship behaviour in the implementation of distance learning. This is shown from five dimensions, namely altruism, sportsmanship, courtesy, civic virtue, and conscientiousness. It consists of four informants divided into two groups: informants who implement policy and policy implementers who are target informants; data collection techniques using observation techniques, interviews, and documentation; data analysis using flow models; and data validation using triangulation and triangulation techniques. This study uses four policy implementation variables from George Orwell's The Wealth of Nations. <p>This research was conducted with the aim of finding out about the implementation of village government policies in reducing the prevalence of stunting in Sukodono Village. The phenomenon of stunting is a phenomenon that is currently occurring and is included in the sustainability development goal indicator. Data shows that the prevalence rate of stunting in Indonesia is still quite high at 24%. The central government to local governments are trying hard to overcome this phenomenon. This is necessary because stunting has such a big impact on the growth of early childhood in Indonesia. This research method uses descriptive qualitative method with data collection using interviews, observation and documentation. The selection of informants in this case uses a purposive sampling method by selecting informants who are considered to understand the topic of the problem being raised. The results showed that the role of the Sukodono Village government according to the yeti theory approach contained four indicators, namely the availability of facilities and infrastructure where the village government had attempted to provide posyandu tools. The second is the availability of a budget where the Sukodono Village government has budgeted 60,000,000 for the stunting program. The three partnerships where there are three parties that play a role, namely the Village Government, Health Officers and the Regional General Hospital. <p>Covid-19 pandemic has brought an impact on global economy which turn down the ranked of Indonesia from a country with upper middle income to lower middle income. In response to this matter, the Indonesian government has been issued several policies to increase the acceleration in economic and support economic recovery in order to optimize the state revenues which can be done by revoking of VAT exemptions on electricity and water. This research aims to explore further regarding the effect of poverty and inequality which arise from this revoking policy. The analysis conducted by microsimulation model method to measure poverty and inequality based on individual/household gains or losses caused by taxes policy. Main data obtained from national socio-economic survey data which submitted by BPS. Broadly speaking, these simulation results are indicates that this policy had slightly increases poverty rate, but did not affect on inequality. <p>The purpose of this research is to find out how the Rumah Khusus Nelayan “RUSUS” (the Fishermen's Special House) is effective for the fishermen community, especially in Pitulua Village, Lasusua District, North Kolaka Regency. This program consumes a large budget, considering that most of the people in Pitulua Village are still classified as underprivileged and do not have their own place to live. RUSUS program has been a program of the Kementrian Pekerjaan Umum dan Perumahan Rakyat “PUPR” (The Ministry of Public Works and Public Housing). Nationally for the construction of special houses during this period, 9,833 units were carried out in 34 provinces in Indonesia (Ministry of Public Works RI Communication Bureau) in 2020. The Ministry of Public Works and Public Housing will allocate ABPN funds to the people of North Kolaka Regency who are work as a fisherman with the help of at least 50 units of fisherman's houses in 2017 all fishermen's houses have been realized and have been inhabited for 2 years. Although in many aspects when compared to modern artists, traditional artists lack the appreciation they deserve. In contrast to modern artists, who professionally and access to information become easier to access resources, especially in obtaining funding in the process of creating. These pros and cons are further escalated by the existence of a professionalization policy through an artist certification policy initiated by the Ministry of Education, Culture, Research, and Technology in order to increase competition in the global market. As an effort to reduce the rate of disease transmission in DKI Jakarta, the DKI Jakarta Provincial Government issued DKI Jakarta Governor Regulation Number 115 of 2016 concerning <em>Ketuk Pintu Layani Dengan Hati</em> Program. The scope of this program includes promotive, preventive, and curative with a door-to-door service mechanism. In implementing the program, it involves Public health center officers and health cadres in the DKI Jakarta province. To explain extra role behavior, Organ's theory of Organizational Citizenship Behavior is used. The research method used is descriptive qualitative. Data was collected by means of interviews, observations, and documents. The technique of determining informants is through purposive sampling, by determining key informants who develop into snowballs. The results of this study indicate that in the implementation of the <em>Ketuk Pintu Layani Dengan Hati</em> Program in DKI Jakarta Province, the apparatus must apply extra role behavior. Doctors, nurses, midwives, and health cadres must carry out their duties beyond their main duties. This can be identified from the dimensions of altruism, sportsmanship, civic virtue, conscientiousness, and participation. While the factors that influence the extra role behavior of the apparatus are cultural factors and organizational climate and job satisfaction factors.</p>Diraisnu GozaliErna Setijaningrum
