UU No. 13-1998 dapat terlaksana dengan baik dengan teori love thy neighbour karena di dalam undang-undang tersebut keimanan dan ketakwaan terhadap Tuhan Yang Maha Esa, kekeluargaan, keseimbangan, keserasian, dan keselarasan. Sehingga diperoleh hasil bahwa teori love thy neighbour tidak bertentangan dengan Pancasila dan dapat menunjang pelaksanaan UU No. 13-1998.
