PENGEMBANGAN WISATA DI DESA MINGGIRSARI KECAMATAN KANIGORO KABUPATEN BLITAR DALAM MENJAMIN PERLINDUNGAN HUKUM BAGI WISATAWAN
Abstract
Tourism is generally used as a leading sector for local governments, along with the high level of competition between regions, the development of tourist objects and areas becomes monotonous. In Indonesia, tourism is one of the mainstay sectors in economic development. Regulations regarding tourism are contained in Law Number 10 of 2009 concerning Tourism. The Covid-19 pandemic has affected many Indonesian industrial sectors, especially in the tourism sector. One of the supporters of Indonesia's economic development. Reopening tourist destinations during a pandemic has both positive and negative sides. This legal study discusses the fulfillment of the rights and obligations of consumers and business actors as well as tourists and tourism entrepreneurs who have legal relations with each other and provide legal protection according to Law Number 8 of 1999 concerning consumer protection in tourism services and adapted to the Covid-19 pandemic.

Abstrak
Pariwisata umumnya dijadikan sektor unggulan bagi pemerintah daerah, seiring dengan tingginya tingkat persaingan antar daerah ternyata pengembangan objek dan kawasan wisata menjadi monoton. Di Indonesia pariwisata merupakan salah satu sektor yang menjadi andalan dalam perkembangan ekonomi. Pengaturan mengenai Kepariwisataan termuat dalam Undang-Undang Nomor 10 Tahun 2009 Tentang Kepariwisataan. Pandemi Covid-19 telah mempengaruhi banyak sektor industri Indonesia khususnya di bidang pariwisata. Salah satu penunjang pembangunan ekonomi Indonesia. Membuka kembali destinasi wisata selama masa pendemi mempunyai sisi positif dan sisi negatif. Kajian hukum ini mebahas tentang pemenuhan hak dan kewajiban dari Konsumen serta pelaku usaha sebagaimana wisatawan dan pengusaha pariwisata yang berhubungan hukum satu sama lain dan memberikan perlindungan hukum menurut Undang-Undang Nomor 8 Tahun 1999 Tentang Perlindungan Konsumen dalam pelayanan pariwisata dan disesuaikan dengan adanya pandemi Covid-19.
