COMPENTENCE RESOURCES OF APPARATURE (Case Study The Development Of Apparature Human Resource Compentence in Kantor Pelayanan Perizinan Terpadu (KP2T) Kabupaten Banjarnegara)

Abstract

This research done based on the problem of development of human resource competence in Kantor Pelayanan Perizinan Terpadu (KP2T) at Kabupaten Banjarnegara that not promote the development of human resource capacity. The main problem in this research is how the competence of apparature human resource in KP2T Kabupaten Banjarnegara ? How it can be done ? and how the model of it ? This research has been done to describe and to analyze the competence of apparature human resource, the competence and development of apparature human resource in KP2T Kabupaten Banjarnegara. The methode of this research is case study with qualitative approach that are description and analysis of apparature human resource competence development in KP2T Kabupaten Banjarnegara. The product of this research shows that competence development by training and development of apparature human resource in KP2T Kabupaten Banjarnegara still using old methode and has not be done while doing it (learning by doing) and not do reposition of apparature human resource which participate ini training and development. Based on this condition, the model of competence development of apparature human resource that combine the strategy by modern training and development and followed by strategy of apparature reposition after training and development in work area continuously is right to development apparature human resource in KP2T Kabupaten Banjarnegara.
