Abstract

Irrigation network rehabilitation plays a crucial role in increasing agricultural productivity and maintaining the sustainability of water supply in rural areas. This research was conducted in the Nganget Irrigation Area, Tambakboyo District, Tuban Regency, East Java, which has experienced significant damage due to aging infrastructure, sedimentation, and lack of maintenance. The objective of the research was to analyze the effectiveness of supervision regarding time control, costs, achievement of physical targets, and administrative procedures during the rehabilitation process, as well as to ensure work complies with applicable technical standards and specifications. The research method was conducted through field surveys, technical analysis (hydrology, hydraulics, and geotechnical), and coordination with stakeholders. The rehabilitation implementation included procurement of goods/services, re-measuring (uitzet), channel cleaning and normalization, material transportation, precast concrete installation, and channel casting. The monitoring results showed that the use of precast concrete increased time efficiency, cost effectiveness, and guaranteed construction quality. Quality control was carried out through checking concrete dimensions, inspecting reinforcement, and conducting slump tests. With this rehabilitation, the irrigation water distribution function can be restored, thereby supporting increased agricultural productivity and food security in Tuban Regency.
