This study aims to analyze the role of the Medan City Housing and Settlement Agency in fulfilling the housing needs of Low-Income Communities (MBR) in Medan Deli District. A descriptive qualitative research method is used in this study, with data collection carried out through interviews, observation, documentation, and review of related literature. The research location was the Medan City Housing and Settlement Agency and the Technical Implementation Unit (UPT) for the Management of Public Rental Housing Kayu Putih. Research informants included the Head of the Housing Division, the Head of the Technical Implementation Unit (UPT) for the Management of Public Rental Housing Kayu Putih, and residents of Public Rental Housing Kayu Putih. Data analysis uses Horoepoetri's theory (2003) which includes roles as policy, strategy, and communication tools. The results of the study indicate that the Housing Agency and the Technical Implementation Unit have attempted to carry out their roles through the provision of Public Rental Housing Kayu Putih. However, implementation still faces challenges, such as the lack of socialization regarding the rental price increase policy, the absence of regulations on residence time limits so that residents stay for more than a decade, and one-way communication with minimal use of technology. This study aims to evaluate the protection services of Integrative Holistic PAUD in the prevention of violence against children using the CIPP (Context, Input, Process, Product) evaluation model. The research was carried out with a qualitative descriptive approach through interviews, observations, and documentation at related agencies and three PAUD HI units in Sidoarjo Regency. The results of the study show that in the context, the program already has an adequate regulatory basis, but the understanding of non-violent parenting is uneven. In terms of input, the qualifications of educators are quite good, but training, facilities, and child protection budgets are still limited. In terms of process, socialization and parenting activities have been running, although cross-sector coordination has not been optimal. In terms of products, the program raises awareness of children's rights and creates a safer learning environment, but the impact is uneven. This study aims to analyze the impact of account freezes on digital transaction security and consumer rights, with a focus on the regulatory challenges and cross-border implications associated with such measures. A systematic review of the literature on fraud prevention, money laundering prevention, and consumer protection in digital finance was conducted. The findings indicate that while account freezes significantly reduce financial crime and improve transaction security, they also pose challenges, particularly for consumers whose accounts are unfairly frozen. Transparency, consumer literacy, and precise complaint mechanisms are crucial in mitigating these impacts. Furthermore, cross-border challenges in digital finance regulation complicate efforts to implement effective money laundering prevention measures globally, as data privacy laws and cryptocurrency regulations vary significantly across countries. This study contributes to understanding the balance between consumer security and accessibility in digital finance, highlighting the need for a coordinated regulatory framework. This study examines municipal solid waste management in Batu City, Indonesia, focusing on how local governance arrangements shape policy performance. The findings show that, despite the existence of local regulations aligned with national waste policy, implementation remains predominantly disposal-oriented and highly dependent on the Tlekung landfill. Upstream strategies, including waste reduction, segregation, and community-based waste banks, are weakly institutionalized, fragmented, and largely dependent on short-term projects rather than embedded governance mechanisms. These limitations are reinforced by constrained municipal budgets, uneven administrative capacity across governance levels, and the absence of stable coordination between government agencies, community groups, and private waste actors. Seasonal waste surges associated with tourism further strain existing service capacity and expose systemic vulnerabilities in local waste governance. This study highlights that the core challenge lies not in regulatory absence but in fragmented governance and limited cross-sectoral integration. Periodic evaluations are necessary as the community often questions the accuracy and transparency of the BLT-DD recipient selection process. Targeting accuracy is a crucial factor in ensuring the effectiveness of social policies in alleviating poverty and improving community welfare. The study employs a descriptive qualitative method with data collected through interviews, observations, and documentation. Informants were selected using a purposive sampling technique, based on their involvement and knowledge of the BLT-DD implementation. Data analysis was carried out using the interactive model of Miles and Huberman, with data validity tested through triangulation of sources and methods. The results indicate that the implementation of the BLT-DD program in Sukowiyono Village has generally run well, although it has not yet fully achieved accurate targeting. The effectiveness and efficiency are relatively high because the assistance meets basic community needs, and the data collection process is systematic, despite some delays in disbursement. The adequacy aspect remains low, as aid does not cover monthly household needs, while equity is suboptimal due to an uneven distribution. This study critically examines the practice of collaborative governance in flood mitigation policy, focusing on collaboration processes, actor capacity, and institutional design. Using a qualitative case study approach, the research applies Soft Systems Methodology (SSM) to capture the complexity of social and institutional relationships among stakeholders. Data were collected through in-depth interviews, participant observation, and policy document analysis involving local government, BPBD, relevant agencies, communities, academics, and the private sector. However, P4GN studies generally still focus on program effectiveness, implementation barriers, or law enforcement achievements, while the dynamics of network governance in high-risk areas (red zones) have not been widely studied. This study aims to analyze P4GN network governance in Tangerang City. It uses a descriptive qualitative approach with purposive sampling of key P4GN actors. Data collection was conducted through observation, in-depth interviews, and document analysis. The data were analyzed using the interactive model of Miles, Huberman, and SaldaƱa with the four-dimensional framework of network governance by Klijn & Koppenjan: contact, trust, information exchange, and resource exchange. The findings indicate the need to strengthen the design of the P4GN network through the preparation of SOPs and MoUs across actors, the integration of a documented data sharing system, the improvement of human resource capacity and rehabilitation services, and the expansion of private sector and community involvement accompanied by efforts to reduce stigma in order to support the sustainability of collaboration.</p>2026-03-08T00:00:00+00:00Copyright (c)
