The aim of this research is to look at the implementation process of the Simpati Elderly Program and the extent to which this program can improve the welfare of the elderly in Pamekasan Regency. The results of this research, if seen from policy implementation, show that the Simpati Elderly program is considered quite good. It's just that this program has shortcomings, such as communication and implementing policies to carry out regular health checks for the elderly. After independence, the existence of villages was maintained with a total of 73,000 villages and 8,000 sub-districts to date. The village regulations that have been in force are no longer in accordance with current developments, especially regarding issues of the position of traditional legal communities, democratization, progress, and equitable development, giving rise to disparities between regions that can disrupt the integrity of the State. In 2014, the <em>Undang-Undang Nomor 6 Tahun 2014</em> concerning Villages was issued, which received a reaction from the community, but some parties doubted the ability of this Law to create strong, advanced, and independent villages. Of course, it is interesting to ask, is the material contained in this law capable of creating a strong and independent village? This can be seen from several points of view, namely: The essence and fundamental changes in village development based on the <em>Undang-Undang Nomor 6 Tahun 2014</em>, including from Reconstruction regarding the understanding and nature of villages, balanced authority, and finances, because it is suspected that the The root of the problem is that the difficulty of developing villages has an impact on national development. The development carried out in Gosong Telaga, North Singkil District, Aceh Singkil Regency, is currently progressing well. This can be seen from the contribution of community participation in the development planning process, where the development carried out has responded to community needs. Considering the importance of community participation in the development planning process, it is necessary to study efforts to increase community participation in Gosong Telaga, North Singkil District, Aceh Singkil Regency in order to realize the construction of the Taqwa Muhammadiyah Mosque. This study aims to identify the form and level of community participation in the development planning process. The government of North Labuhanbatu Regency, Aek Natas District, especially the community in Terang Bulan Village, has responded very well to what the government has done in developing its human resources. The community is greatly helped by the <em>BPNT</em> program, with this program they are helped in providing basic daily food necessities for life.
