ANALISIS FORMULASI PERENCANAAN PEMBANGUNAN JANGKA MENENGAH DAERAH (RPJMD) KABUPATEN SIDOARJO TAHUN 2016-2021
Abstract
The election and inauguration of the regional head and deputy The head of the region then attaches the obligation to prepare the Regional Medium-Term Development Plan (RPJMD) of Sidoarjo Regency in 2016-2021 as a development guideline for 5 (five) years. RPJMD is a document of Regional Development Planning for a period of 5 (five) years. Based on the above description, the research formulation is to describe, analyze and interpret the process of preparing RPJMD, supporting and inhibiting factors and preparing the RPJMD drafting model. The research method used is qualitative method. The results of research, preparation RPJMD Sidoarjo district through a political approach, technocratic and participatory. Implementation has not been done well, there are still many shortcomings.Constraints include time discipline, job responsibilities, lack of quality of human resources, lack of understanding of the implementation of tasks in every implementation of RPJMD arrangement to the errors in the mechanism of determining the RPJMD. Supporting factors are available instruments for assessing the performance of an implementative program. Strong working motivation with systemic and scheduled work patterns. Data and information are sufficient, their Musrenbang, availability planning studies can be used as a line in the planning based economy. Data and information is adequate, the role of technocrats in the preparation. The National Development Paradigm is humanitybased development. Inhibiting factors have not been optimal synergy of regional planning and sectoral adequate. There is no agreement between the planning and controllers related to the values of humanity. Have not done a deep study. Proposal of SKPD programs and activities and community aspirations has not been accompanied by accurate analysis. Bappekabnj merely quotes old data, not yet optimal planning based on bureaucratic transformation. The RPJMD drafting / formulation model in the New Public Service paradigm, deliberative policy must therefore accommodate 3 (three) models of policy formulation, ie public choice model, system model and democratic model.
