ANALYSIS OF THE IMPLEMENTATION OF ORGANIZATIONAL STRUCTURE AND WORK PROCEDURES (SOTK) OF ULAK TANDING VILLAGE GOVERNMENT BATIK NAU DISTRICT, NORTH BENGKULU REGENCY

This study aims to analyze the implementation of the Organizational Structure and Work Procedures (SOTK) of the Ulak Tanding Village Government, Batik Nau District, North Bengkulu Regency, particularly in the context of the mass resignation of village officials. This study employed a descriptive qualitative approach using in-depth interviews, observation, and documentation. Informants were selected purposively, consisting of the village head, active village officials, relevant stakeholders, and community members. Data were analyzed through data reduction, categorization, presentation, and conclusion drawing, while validity was ensured through source and data triangulation. The results indicate that the implementation of SOTK is suboptimal. Key issues include a mismatch between officials' duties and competencies, unclear standard operating procedures, uneven workload distribution, and weak coordination among village officials. These conditions have impacted public services, village administration, and financial management. Nevertheless, reporting and budgeting practices have demonstrated efforts towards transparency and community participation. The study concludes that improving competency-based placement, strengthening SOPs, improving coordination, and providing technical training are crucial for creating a more effective, accountable, and stable village governance system.
