EFEKTIVITAS PEMILIHAN UMUM SERENTAK TAHUN 2024
Abstract
Pemilu merupakan mekanisme terpenting bagi keberlangsungan demokrasi perwakilan. Pemilu merupakan wujudnya nyata penerapan demokrasi di Indonesia yang memberikan peran bagi warga negara untuk ikut serta secara langsung memilih perwakilannya untuk menjalankan sistem pemerintahan. Perubahan konstitusi atau Undang-Undang Dasar Negara Republik Indonesia 1945, MPR tidak ditempatkan lagi oleh UUD 1945 sebagai lembaga tertinggi Negara Indonesia dan semua lembaga negara mempunyai kederajatan kedudukan dalam struktur ketatanegaraan. UUD 1945 memberikan tanggung jawab dengan saling mengawasi (checks and balances). Era reformasi, perubahan untuk pemilihan gubernur, bupati, dan walikota, sebagai kepala pemerintahan provinsi, kabupaten dan kota dipilih secara demokratis muncul dari keinginan dan aspirasi rakyat. Pada pemilu serentak 2024 menjadi problematika untuk pilkada, kepala daerah yang terpilih dari hasil pilkada 2017 dan pilkada 2018 akan habis masa jabatannya sebelum pemilu serentak 2024. Namun, kepala daerah yang terpilih dari hasil pilkada 2020 terpaksa masa jabatanya akan berlangsung hanya 4 tahun karena penyelenggaraan pemilu serentak 2024. Ini berpontensi meningkatkan sengketa pilkada setelah pemilu serentak 2024. Berkaca dari efektivitas pemilu serentak sebelumya, persentase partisipasi pemilih mengalami peningkatan, selain itu biaya penyelenggaran pemilu juga membengkak, namun dampak terhadap sistem presidensial tidak begitu berpengaruh. Kesiapan dari segala pihak diharapkan mampu mewujudkan pemilihan umum yang demokratis dan partisipasi dari masyarakat dalam perhelatan pemilu serentak 2024 sangat diharapkan.
