Focus and Scope

MAP Observer: Journal of Public Administration Research is an open access, and peer-reviewed journal. Our main goal is to disseminate current and original articles from researchers and practitioners on various, Public Administration; Public Management; Public Service; Public Policy; Governance; Local Government; International institutions; and Development. The MAP Observer editorial is very open in accepting articles and book reviews related to our scope in the field of public administration.

Peer Review Process

MAP Observer: Journal of Public Administration Research published by the Master of Public Administration Study Program at the University of 17 August 1945 Surabaya, as a medium of communication and dissemination of research and scientific results in the fields of Public Administration, Public Management, Public Service, Public Policy, Government, Local Government, International Institutions, and Development. Research articles submitted to this online journal will be peer-reviewed double-blind (both reviewer and author remain anonymous to each other) at least 2 (two) reviewers. Accepted research articles will be made available online after the journal's peer-review process. The language used in this journal is English.

For checking plagiarism, MAP Editor will filter plagiarism manually (offline and online database) on the title, abstract, and body text of the manuscript, and by using plagiarism detection software (Unplag and Crosscheck). If found indications of plagiarism, the editorial board will immediately reject the manuscript.

Review Process:

1. Editors receive manuscripts from authors;

2. Editor evaluates the manuscript (purpose and scope of the journal, in house style, additional data); (Rejected if it does not meet the criteria)

3. Screening editors for plagiarism in offline and online databases manually; (Rejected if major plagiarism is found, contact the author if found redundancy or minor plagiarism for clarification)

4. The editor sends the manuscript to the reviewer along with a review form (double-blind review, reviewer, and author remain anonymous to each other);

5. The reviewer sends the review form back to the Editor (with a revised manuscript if necessary);

6. Editor's decision (rejected, required major revision, needed minor revision, or accepted);

7. Confirmation to the Author.

8. If the revision, the author revises the manuscript and must be returned to the editor without delay. Returns later than three months will be considered new submissions.

Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

Statement of Ethics and Malpractice

1. Reporting Standards: Authors of original research reports must present an accurate account of the work performed as well as an objective discussion of its significance. The underlying data must be represented accurately on paper. A paper must contain sufficient detail and references to allow others to replicate the work. Statements that are deceptive or intentionally inaccurate are unethical and unacceptable behavior.
2. Access and Retention of Data: Authors may be asked to provide raw data with respect to a paper for editorial review. They should be prepared to provide such data within a reasonable time.
3. Originality and Plagiarism: Authors must ensure that they have written a completely original work, and if the author has used the work and/or words of others, then these have been properly cited or cited.
4. Multiple, Redundant, or Concurrent Publications: An author may not, in general, publish manuscripts describing essentially the same research in more than one journal or major publication. Submitting the same manuscript to more than one journal at the same time constitutes unethical publishing behavior and is unacceptable.
5. Acknowledgment of His Source: Proper acknowledgment of the work of others should always be given. Authors should cite publications that were influential in determining the nature of the reported work.
6. Authorship of Papers: Authorship should be limited to those who have made a significant contribution to the conception, design, conduct, or interpretation of the reported study. All persons who have made significant contributions must be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they must be recognized or listed as contributors. Correspondence authors must ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper and that all co-authors have seen and approved the final version of the paper and have approved its submission for publication.
7. Disclosures and Conflicts of Interest: All authors must disclose in their manuscripts any financial or other substantive conflicts of interest that may be construed to influence the results or interpretation of their manuscripts. All sources of financial support for the project must be disclosed.
8. Fundamental errors in published work from MAP Observer: When an author discovers significant errors or inaccuracies in his published work, it is the author's obligation to immediately notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.
9. Hazards and Human or Animal Subjects of MAP Observer: If the work involves chemicals, procedures, or equipment that have unusual hazards inherent in their use, authors must clearly identify these in the manuscript.

Plagiarism Policy

MAP Observer: Journal of Public Administration Research, has a policy of not publishing manuscripts containing plagiarism. The Screening of plagiarism will be conducted by MAP Observer journal Editorial Board using Turnitin. As a preventative measure, we will do a plagiarism check for every manuscript sent to the editor. Only a manuscript that has a 30% similarity level will be processed. If there are manuscripts that have been published and proven plagiarism, then sanctions will be reprimanded until the withdrawal of the manuscript.

References Management

Writing citations and references must refer to the APSA (American Political Science Association) 6th edition reference style. We require the author to use the Mendeley application in writing citations and references

Manuscript Withdrawal

Withdrawing submitted or published manuscripts is not recommended. If the writer intends to retract the manuscript, the following rules must be followed:

1. Manuscripts may only be withdrawn for acceptable reasons. Must not withdraw the manuscript because it has been published in another journal.

2. The author must make a letter requesting withdrawal of the manuscript to the chief editor, along with the reasons for withdrawal. Requests for withdrawal of the manuscript must know all the authors, evidenced by the signature.

3. If the manuscript being withdrawn is in the process of being reviewed, the writer must pay 500,000 (IDR)

4. If the manuscript being withdrawn has been publishing, the writer must pay 1000,000 (IDR)

5. If the review process of the manuscript is more than 6 months, the writer can withdraw the manuscript without having to pay a fine.

Retraction Policies

MAP Observer: Journal of Public Administration Research will be considered to retract in the publication if :

• They have clear evidence that the findings are unreliable, either as a result of misconduct (e.g. data fabrication) or honest error (e.g. miscalculation or experimental error)

• The findings have previously been published elsewhere without proper cross-referencing, permission, or justification (i.e. cases of redundant publication)

• It constitutes plagiarism

• It reports unethical research
