Copyright and License

1. Preamble

The Jurnal Penelitian Administrasi Publik (JPAP) upholds the principles of Open Access and is dedicated to ensuring the broadest possible dissemination of scholarly work. This Copyright Notice sets forth the conditions under which articles are published in JPAP, highlighting the authors’ retention of copyright and the Creative Commons license that governs the use of published content. The purpose of this document is to safeguard authors’ rights while enabling their research to be freely accessed, shared, and further developed by the global academic community and the public.

2. Copyright Ownership

Authors publishing in  Jurnal Penelitian Administrasi Publik (JPAP) retain full copyright over their work. JPAP does not require authors to transfer copyright to the journal or its publisher, Universitas 17 Agustus 1945 Surabaya. Authors only grant JPAP a license to publish their work for the first time.

3. Publishing License and User Rights

All articles in JPAP are published under the Creative Commons Attribution-ShareAlike 4.0 International (CC BY-SA 4.0) license.
Under this license, users—including readers and the general public—are permitted to:

  • Share: Copy and redistribute the material in any medium or format.

  • Adapt: Remix, transform, and build upon the material.

These permissions apply under the following conditions:

  • Attribution (BY): Users must provide proper credit to the author(s) and JPAP as the original source (including article title, author name(s), journal name, volume, issue, page range, year, and DOI). A link to the original article and the CC BY-SA 4.0 license must be included, and any modifications must be clearly indicated.

  • ShareAlike (SA): Any adapted or derivative work must be distributed under the same CC BY-SA 4.0 license.

This licensing framework promotes broad accessibility and facilitates the use and dissemination of scholarly work while respecting the rights of authors and the journal’s contribution.

4. Authors’ Rights to Reuse Their Work

As copyright holders, authors retain extensive rights to reuse their articles published in JPAP, provided that the original publication in JPAP is appropriately acknowledged (including full citation and DOI) and the reuse complies with the CC BY-SA 4.0 license. These rights include, but are not limited to:

  • Depositing the published article on personal or institutional websites, or in institutional and non-commercial subject repositories (as stated in the JPAP Repository Policy).

  • Reproducing the article, in whole or in part, in other works authored by them (e.g., book chapters or review articles), with proper citation to JPAP.

  • Using the article for teaching, instructional activities, or internal institutional purposes.

  • Presenting the article at conferences or academic meetings and distributing copies.

5. Copyright of Peer Review Reports

Peer reviewers retain copyright over the review reports they prepare for manuscripts submitted to JPAP.
JPAP adheres to a confidential peer review process. Review reports are shared with authors in anonymized form—consistent with the double-blind peer review system—to support manuscript improvement. JPAP will not publish or distribute reviewer reports without explicit permission from the reviewers.

6. Disclaimer

The opinions and perspectives expressed in articles published in JPAP are solely those of the respective authors and do not necessarily represent the views or policies of JPAP, its Editorial Board, or its publisher. JPAP and its publisher bear no responsibility for the content of published articles.

7. Enforcement of Copyright

Although authors retain copyright, JPAP is committed to supporting the protection of those rights. The journal will take reasonable measures to address cases of plagiarism or copyright infringement in accordance with its ethical guidelines and COPE standards.
