JPAP upholds the belief that making research freely and widely accessible enhances global knowledge exchange, accelerates scientific progress, strengthens education, and increases the societal value of academic work. This policy outlines JPAP’s commitment to unrestricted access to all published articles, in alignment with the mission of its publisher—Universitas 17 Agustus 1945 Surabaya—to promote the dissemination and development of knowledge in the field of public administration.

2. Definition of Open Access

JPAP subscribes to the core values of Open Access, meaning that all published articles are permanently and freely available online immediately upon release, without subscription fees or registration barriers. Readers are permitted to read, download, copy, distribute, print, search, or link to the full text of articles, index them, process them as data, or use them for any lawful non-commercial purpose consistent with the Creative Commons license applied, without requiring prior authorization from the journal or the authors.

3. Policy Details

Immediate and Free Access:
All research articles, conceptual papers, technical notes, and case studies published in JPAP can be accessed and downloaded free of charge immediately after publication. JPAP does not impose any embargo periods.

Author Copyright and Licensing:

Authors publishing in JPAP retain full copyright over their work. Articles are distributed under the Creative Commons Attribution-ShareAlike 4.0 International (CC BY-SA 4.0) license. This license allows users to:

Under the following conditions:
