COLLABORATIVE GOVERNANCE IN URBAN FLOOD MITIGATION POLICY: ANALYSIS OF MULTI-ACTOR GOVERNANCE IN MALANG CITY

Kota Malang memiliki potensi banjir yang terus meningkat akibat perubahan iklim, pertumbuhan penduduk, dan alih fungsi lahan. Penelitian ini bertujuan untuk mengkaji bagaimana tata kelola kolaboratif diterapkan dalam upaya penanggulangan banjir di Kota Malang. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara, observasi, dan telaah dokumen dari berbagai pihak seperti pemerintah daerah, Badan Penanggulangan Bencana Daerah (BPBD), dinas terkait, dan masyarakat. Hasil penelitian menunjukkan bahwa kolaborasi antar pihak sudah berjalan, masih terdapat berbagai hambatan seperti kurangnya koordinasi, perbedaan kepentingan, dan belum optimalnya partisipasi masyarakat. Diperlukan sistem koordinasi yang lebih jelas, regulasi pendukung, serta penggunaan teknologi informasi untuk memperkuat kolaborasi dalam menghadapi potensi banjir. Penelitian ini menyarankan penguatan peran masing-masing aktor dan peningkatan komunikasi antar lembaga sebagai bagian dari tata kelola kolaboratif yang lebih efektif.
