PELAKSANAAN KEBIJAKAN BADAN PENYELENGGARAAN JAMINAN SOSIAL (BPJS) DI KABUPATEN JOMBANG

Abstract

BPJS health targets provide benefits to all those involved in BPJS, meeting
medical needs of participants, the precautionary principle of sustainable
transparency in financial management BPJS. Many of the problems in its
implementation, namely the health care system, payment systems, and the
quality of health care systems. Purpose of this study is to describe, analyze
and Interpret the implementation of Program Policy BPJS using a model
approach to the implementation of policies of George Edward III and van
Matter van Horn. Analyze and interpret the limiting factor and driving
force in the implementation of the Program Policy BPJS Develop model
implementation of effective policies BPJS Program - efficient fit the
purpose of providing health services to the community. This research was
conducted using qualitative method. Implementation of the marked lack of
coordination/communication, lack of socialization. The existence of a
waiting period the user card BPJS can only be activated one week after
registration is received and may only select one health facility to obtain a
referral and can not go to faskes other and service flow tiered very difficult
for the patient (member BPJS), as well as payment of medical expenses are
not borne entirely by BPJS. Communication - socialization of the
administration and the issue of quality of service is still lacking, the end
people do not understand the process of administration , patient care
facilities are still limited .
